J <br /> i <br /> r <br /> 3 2 Transportation and Traffic <br /> i <br /> f <br /> 3.2 Transportation and Traffic <br /> This section identifies and evaluates issues related to Transportation and Traffic in the context of <br /> the proposal to expand the hours of operation at the Munn&Perkins Facility (herein referred to <br /> as the"Project")to include nighttime activities between 9:00 PM and 5:00 AM. Discussed below <br /> are the physical and regulatory setting;the baseline for determining environmental impacts;the <br /> j d criteria used for determining the significance of environmental impacts;potential impacts associated <br /> j with proposed Project;and mitigation measures to reduce or avoid environmental impacts determined <br /> �• to be significant. <br /> 3.2.1 Setting <br /> Regional and Local Setting <br /> Section 2.1.1,Project Location,provides general information about the regional and local setting. <br /> This Section 3.12.1.1 provides setting information specific to Transportation and Traffic conditions. <br /> Regional Roadways <br /> State Route 99(SR 99) is a six-lane freeway that generally runs in a northwest-southeast alignment. <br /> SR 99 provides access to SR 108, SR 120, and SR 219 in the Project vicinity, and to multiple <br /> communities throughout Stanislaus and San Joaquin counties. The most recent data published <br /> by.Caltrans indicates the Annual Average Daily Traffic(AADT)on the roadway is about 110,000 <br /> vehicles(Caltrans,2010).The roadway is included in the San Joaquin County Congestion Management <br /> Program (CMP)Roadway Network(San Joaquin Council of Governments,2007). <br /> State Route 108(SR 108) is a two-lane major road that connects Modesto to the Sierra foothills <br /> and beyond. It runs north-south from Modesto to Ladd Road/Patterson Road,where it turns to an <br /> east-west alignment.SR 108 provides access to SR 99,SR 120,SR 219,and to multiple communities, <br /> including Riverbank and Oakdale.The most recent data published by Caltrans indicates the AADT <br /> on the roadway is about 16,100 vehicles(Caltrans,2010).The roadway is included in the Stanislaus <br /> Ti County CMP Roadway Network(Stanislaus Council of Governments,2010). <br /> 4 <br /> State Route 120(SR 120) is a two-lane major road(called Yosemite Avenue I Jackson Avenue in <br /> the City of Escalon)that runs in an east-west alignment. SR 120 provides access to SR 99 and to <br /> several north-south arterials throughout San Joaquin and Stanislaus counties. The most recent data <br /> published by Caltrans indicates the AADT on the roadway is about 10,800 vehicles(Caltrans,2010). <br /> The roadway is included in the San Joaquin County CMP Roadway Network(San Joaquin Council <br /> of Governments,2007). <br /> } State Route 219(SR 219) is a two-lane highway that runs in an east-west alignment. SR 219 runs <br /> �. along Kiernan Avenue from McHenry Avenue(SR 108)to the east and its junction at SR 99 to the <br /> west. The highway generally serves the communities of Salida and McHenry.
