3.2 Transportation and Traffic <br /> F 5 - <br /> practice for traffic analyses,midweek(Tuesday through Thursday)traffic volumes were used for <br /> the analysis because those days of the week best represent typical traffic conditions. The Project <br /> would extend hours of operation at the Quarry and allow Quarry-generated traffic on area roads <br /> between 9:00 PM and 5:00 AM.Because the highest traffic volumes on the affected roads during <br /> the eight-hour nighttime period currently occur between 9:00 and 10:00 P.M, and the proposed <br /> Project would generate the most nighttime vehicle trips during that'same hour,the focus of the <br /> analysis was that 9:00 to 10:00 PM period. <br /> Traffic operating conditions are evaluated using methodologies in the 2000 Highway Capacity <br /> 4 Manual(HCM)(Transportation Research Board, 2000). The HCM defines Level of Service <br /> (LOS)as a quantitative measure which describes operational conditions within a traffic stream, <br /> �. generally in terms of such factors as speed and travel time, freedom to maneuver,traffic <br /> interruptions, comfort and convenience, and safety. There are six levels of service, LOS A <br /> �i through LOS F,which relate to traffic congestion from best to worst, respectively. The Highway <br /> Capacity Software was used as the analysis too] in this study,using the HCM analysis <br /> procedures, and various roadway characteristics(e.g., traffic volumes, lane geometry,heavy <br /> ` vehicle percentage). <br /> w <br /> Table 3.2-1 summarizes the existing traffic volumes and LOS conditions on the study roadway <br /> segments.
