<br /> In November 2007, CARB completed its estimates of 1990 GHG levels.Net emission 1990 levels
<br /> were estimated at 427 MMTs(emission sources by sector were:transportation—35 percent;electricity
<br /> generation—26 percent; industrial—24 percent;residential--7 percent; agriculture—5 percent;
<br /> and commercial—3 percent)3.Accordingly,427 MMTs of CO2 equivalent was established as the
<br /> f
<br /> emissions limit for 2020.For comparison,CARB's estimate for 2000 baseline GHG emissions
<br /> was 473 MMT for 2000 and 532 MMT for 2010. "Business as usual"conditions for 2020 were
<br /> projected to be 596 MMTs. Therefore to comply with AB 32's mandate, GHG emission would
<br /> need to be reduced from 596 MMTs(i.e., 2020 "business as usual")to 427 MMTs(the 1990
<br /> level),which is a reduction of 30 percent.This latter forecast did not take any credit for reductions
<br /> from measures included in the AB 32 Scoping Plan,including the Pavley GHG emissions standards.
<br /> for vehicles, full implementation of the Renewables Portfolio Standard beyond current levels of
<br /> renewable energy,or the solar measures.
<br /> r Under AB 32, CARB published its Final Expanded List of Early Action Measures to Reduce
<br /> t- Greenhouse Gas Emissions in California. CARB has 44 early action measures that apply to the
<br /> transportation, commercial, forestry, agriculture, cement, oil and gas, fire suppression, fuels,
<br /> education, energy efficiency, electricity,and waste sectors. Of these early action measures,nine
<br /> are deemed discrete early action measures in that they are regulatory and enforceable by January 1,
<br /> 2010. CARB estimates that the 44 recommendations will result in reductions of at least 42 MMTs
<br /> r^ by 2020,representing approximately 25 percent of the 2020 target.
<br />± In December,2007, CARB approved a regulation for mandatory reporting and verification of GHG
<br /> emissions for major sources.This regulation covered major stationary sources such as cement plans,
<br /> oil refineries, electric generating facilities/providers,and co-generation facilities, which comprise
<br /> n
<br /> 94 percent of the point source CO2 emissions in the State.
<br /> On December 11,2008, CARB adopted a Climate Change Scoping Plan to reduce GHG emissions
<br /> to 1990 levels. The Scoping Plan's recommendations for reducing GHG emissions to 1990 levels
<br /> r by 2020 include emission reduction measures, including a cap-and-trade program linked to Westem
<br /> T Climate Initiative partner jurisdictions,green building strategies,recycling and waste-related measures,
<br /> as well as Voluntary Early Actions and Reductions. These measures, shown below in Table 3.3-4
<br /> by sector, also put the state on a path to meet the long-term 2050 goal of reducing California's GHG
<br /> emissions to 80 percent below 1990 levels.CARB has until January 1, 2011,to adopt the necessary
<br /> regulations to implement that plan. Implementation of individual measures must begin no later
<br /> than January 1, 2012, so that the emissions reduction target can be fully achieved by 2020. CARB
<br /> '-' is currently drafting regulations to implement the plan. The status of the Scoping Plan is uncertain;

<br /> in January 2011, a superior court issued a tentative ruling that CARB's environmental analysis
<br /> for the Scoping Plan did not comply with CEQA in various respects. At this time, it is unknown
<br /> ' whether the Court will direct CARB to rescind its approval of the Scoping Plan, whether CARB
<br /> r^
<br /> will appeal such a ruling, or whether the Court will adopt a final ruling that is consistent with its..
<br /> tentative ruling. Nevertheless,the measures set forth in Table 3.3-4 provide useful information
<br /> + for purposes of identifying measures to comply with the targets in AB 32.
