This was obviously. a .very
1. comprehensive noise measurement program. It would have been useful to have-a
series -of aerial ,imagos which clearly show thc- residences where -the noise
t monitoring occurred.
:S. Table 6 ofthe BAC report indicates.that I'Lesidences 2 &3.are separated front the
rottt by a solid noise barrfo,•. 'During the situ visit tote 2; .c bio'.i,riph"&
assor'iates,' Ine, staff noted that there-.Are three' large openings in the barrier for
-' access.to the residences,. These openings in the barrier virtually.render the barrier
asarieffcetive.
f7
9. 'fable 7 of.the BAC report .clearly shows that residences-along Cast River Road,
alieeady exceed the San Joaquin County noise level standards fortransporiatio.n
f
noise sources by up to I0 d.BA(75ABA Ldn}.
ANALYSIS OF PROJECT NOISE IMPACTS
10.Page 1°9 of the BAC report identifies the noise impacts associated with. the
-- Fiil ltttirme :asphalt operations. Once again, we da not believe that the predicted
noise levels assaciated with the asphalt plant operations, or the Methodology for
determinYttg the:asphalt plant noise levels.are accurate. It is quite.likOy-that the
t
ri plant could exceed the nighttune noise level criterion of 45 dB Leq.
11.The. report :only evaluates the plant operations at the residences to .the east.
Howevt;r, there are residences.closer to the project site located along E. River
- Road. Although it is true that the noise environment at those residences;411 be
dominated by truck traffic, the time periods between truck passbys may be
dominated by noise associated with the asph6lt plant operations. A detailed noise
} contour associated with the asphalt pliant operations should be developed which
shows the:potential noise impacts at all receivers.
A 12.Page 27 of tba aAC report provides a discussion on "OptirniXation of.Heavy
Truck Operating Parameters to Minimize Passby Nciise% This -analysis
provides good insight into the variations.in operating conditions and how they,
affect the noise generated by the trucks. However, the education-of individuals on
` the use of proper speeds and gear selection is extremely difficult to enforce as a
mitigation measure. During the site visit on March 23, 2010,j.c. brennan staff
drove East River Road several times while maintaining the speed limit. During
this time, trucks.which were approaching from behind were.clearly exceeding the
posted speed limit.
F 6
1
f t
