Mitigation Measure 3.4.1: Suggest moving the "no parking anywhere along River Road" to 3.2 <br /> Traffic and Circulation as it appears to be a traffic safety issue and not a noise issue. If this is the C-2 <br /> case, it should be discussed in the body of 3.2 (trucks lined up on the E. River Road shoulder <br /> waiting to get into the facility on the limited width roadway) <br /> 2. Mitigation Measure 3.4.1: Suggest revising "the use of jake breaks at the McHenry Ave/River I C-3 <br /> road intersection is prohibited." to "the use of jake,reads brakes at the McHenry Ave/E. River <br /> rRoad intersection and the ERiver Road/project driveway is prohibited." <br /> 3. Suggest adding a Mitigation Monitoring Plan that includes the following: During extended hours, <br /> the limitations on allowable truck traffic RPM's when entering or leaving the plant on East River <br /> Road, the prohibition of the use of Jake Brakes at the intersections of McHenry Ave/E. River C-4 <br /> Road and E. River Road/project driveway, and the `No Parking'along the E. River Road public <br /> right-of-way shall be monitored full time by Applicant beginning one-half hour prior to any <br /> approved extended hour operations. <br /> Thank you for the opportunity to be heard.
