This chapter provides the <br /> written responses to those coninletlts, Where the response includes a minor revision tothe Draft <br /> FIR text, those changes rine included in Chapter 4, "Minor Revisions to the Draft EIR.'"Nene of' <br /> the comments received, or the responses provided here, constitute `-significant new information- <br /> by CFQA standards (CEQA Guidelines Section 15088.5). <br /> 3.2 Response to Comments <br /> The responses below correspond with each comment identified in Chapter 2. The Lead Agency <br /> thanks all conlnlenting parties for their contributions. <br /> Master Response — Proposed Project and Scope of Analysis <br /> ['lie proposed project consists of extending the existing Munn & Perkins Quarry s 11.01.11-53,OfOpel•ation <br /> to include the 11Ours of 9:00 p.m. to 5:00 a.m. fora rnaximlrnl of 125 nights per year. Other than <br /> extending the hours of operation, existing quarry operations will not he expanded or otherwise <br /> modified. <br /> As discussed on page 2-2 of the Drift HR, quarry operations have been in effect Oil the site since <br /> 1957. The existing operation is authorized by a Quarry Excavation Permit (QX-89-00002) <br /> approved in 1989. This permit was extended in 1999, allowing for the extraction of <br /> approximately 3 million tons ofaUgregate material and processing of import material until the <br /> year 2029. The proposed project would modify Requireill.ent 44 of the 1989 Use pcl'lllit" WhiCh <br /> curretrtly limits the hours of operation to 5:00 ant to 9:00pm. The revised permit would allo% <br /> asphalt processing and loadino to occur between 9:00 pill and 5:00 am for Up to 125 ni0ht per <br /> Neat'. The intent of this change is for the Munn & Perkins facility to serve state highwvay <br /> Construction projects, which often require night work to minimize the inconvenience to highway <br /> travelers.
