Box 20 <br /> Stockton, CA 95201-3020 <br /> Subject: Results of Munn & Perkins Nighttime Operations Noise Surveys <br /> Dear Mr. Attebery, <br /> Pursuant to your request, Bollard Acoustical Consultants, Inc. (BAC) has completed a noise <br /> survey of nighttime operations at the Munn & Perkins aggregate facility in San Joaquin County, <br /> California. The noise survey consisted of the monitoring of vehicle pass-by single events at two <br /> locations (Sites 1 & 2 on Figure A), and on-site equipment (asphalt plant and related equipment) <br /> at one location (Site 3 on Figure A). Site 2 was monitored continuously from August 16-25, <br /> 2011, whereas Sites 1 and 3 were monitored on three distinct nights (August 16, 22 & 25, <br /> 2011). <br /> The purposes of the noise measurement survey were two-fold: to determine the state of <br /> compliance of on-site noise generation with the 45 dB Leq nighttime noise standard at the <br /> nearest potentially-affected residences to the east, and to determine the effectiveness of the <br /> proposed "optimized heavy truck operating procedures" specifically developed for this project to <br /> minimize heavy truck pass-by noise during nighttime hours. The results of the monitoring <br /> program are described below separately for on-site noise sources and off-site heavy truck pass- <br /> by single-events. <br /> On-Site Noise Source Monitoring Results (Site 3) <br /> Site 3 on Figure A represents the location of the nearest residence to the east which is <br /> potentially affected by noise generated by the on-site operation of the asphalt plant. The meter <br /> at this location was placed on a tripod near the top of the hill, on the Munn & Perkins project site <br /> just west of Burwood Lane and just south of the existing residence. This location was monitored <br /> from approximately 10 pm to 1 am on three separate nights during which asphalt production at <br /> the Munn & Perkins plant was taking place. <br /> A Larson Davis Laboratories (LDL) Model 820 precision integrating sound level meter was used <br /> for the ambient noise level measurement survey at Site 3. The meter was calibrated before use <br /> with an LDL Model CAL200 acoustical calibrator to ensure the accuracy of the measurements. <br /> The equipment used meets all pertinent specifications of the American National Standards <br /> Institute.
