California Regional Water Quality Control Board
Central Valley Region .
• Robert Schneider,Chair, Arnold Schwarzene
Alan C.Lloyd Ph.D. gge
Agency Secretary Sacramento Main Office Governor
Internet Address: http://www.waterboards.ca.gov/centralvalley/ y
11020 Sun Center Drive,#200,Rancho Cordova,CA 95670.6114
Phone(916)464-3291 •FAX(916)464-4780• _.:...
23 August 2005
Jeff Welch
Munn and Perkins "
P.O. Box 4760
Modesto, CA 95352—
RE Q UEST
5352 REQUEST FOR REPORT OF WASTEDISCHARGE, MUNN AND PERKINS A GGREGA TE
FACILITY, ESCALON, SAN JOA Q UIN CO UNTY
On 17 August 2005, Regional Board reviewed California Environmental Quality Act (CEQA)
a
documents related to new excavation areas for the Munn and Perkins aggregate washing facility.
While reviewing the existing Waste Discharge Requirements (WDRs) for the facility it was apparent to
staff that the Order requires an update. Presently, the facility is regulated by WDRs Order No. 72-022.
The update is required because:
• The Order is overdue for an update. California Water Code Section 13263(c) states: Upon
application by any affected person, or on its own motion, the regional board may review and
revise requirements. All requirements shall be reviewed periodically. Because WDRs Order No.
72-022 was prepared in the year 1972, it is not consistent withrequirements included in recently
adopted orders.
• An Internet search of"Munn and Perkins" reveals ownership has changed. Dischargers are
required to notify the Regional Board upon change of ownership.
• The apparent expansion of excavation areas may indicate a change in the operation of the facility
and/or an increase of wastewater flow.
Munn and Perkins is required to submit a Report of Waste Discharge (RWD)to update the WDRs. To
initiate the WDR process, please submit an RWD. The RWD consists of the enclosed Form 200 and a
technical report that will serve as your response to Sections VI and VIl of Form 200. The technical
report must, at a minimum, address all items listed on the enclosed sheet entitled "Additional
Information Requirements" and must be prepared under the supervision of a California Registered
Engineer or Engineering Geologist familiar with wastewater processes. The RWD shall also include
any additional information required to explain the site specific processes. Because Munn and Perkins
is already paying an annual fee, there is no additional fee associated with the RWD submittal.
California Environmental Protection Agency
Recycled Paper
J
