4 <br /> • Notification by mail to the residents within 1,400 feet of the plant who are listed <br /> on the assessor's roll or who have requested notice. <br /> • During the extended hours of operation, the work will be limited to the Asphalt <br /> Plant, loaders, water trucks, and the Scale House. <br /> • During the hours of darkness, mobile equipment will use strobe lights instead of <br /> audible backup alarms. <br /> In addition to the proposed conditions, the Community Development Department <br /> may impose conditions on the extended hours which are appropriate to reduce <br /> disturbance to the public or residents in the area of the quarry (Development Title <br /> Section 971415.3(f) (B) (i) <br /> Acoustical Study <br /> Development Title Section 9-1025.9(d) states the Community Development Department <br /> shall require the preparation of an acoustical study in instances where it is determined <br /> that a project may expose existing or proposed noise sensitive land uses to noise levels <br /> exceeding the noise standards specified in Development Table 9-1025.9. The applicant <br /> shall be required to prepare an Acoustical Study by a certified Noise Consultant to <br /> analyze transportation noise impacts along E. River Road as a result of the project. <br /> Upon completion of the noise study, a revised Initial Study will be re-circulated. Any <br /> mitigation measures developed from the noise study shall be included in the conditions <br /> of approval.
