Analysis <br /> Background <br /> The proposed quarry site has historically been used for agricultural purposes. The materials that are <br /> excavated from the site will be transported approximately 0.10 miles to an existing processing facility. <br /> The processing facility was originally approved in 1989 as part of a quarry tthat wo ldonperate App orad <br /> twenty-year period. On March 4, 1999, the Planning Commission app <br /> roved Actions for Quarry Excavation No. QX-89-2. The Revision added 30 years to the duraticn of the permit <br /> Excavation <br /> The excavation of the site will be by the open pit method and will begin at the southeast comer of the <br /> property. Information submitted to the Community Development Department indicates that the average <br /> excavation depth will be 35 feet, with a maximum depth of approximately 50 feet The excavation will not <br /> reach groundwater depth. Reclamation is proposed to be continuous and concurrent with mining. <br /> Almond or walnut trees will be planted in 15-to 30-acre increments as excavation allows. The site will be <br /> approximately 25 to 40 feet lower than the current elevation when reclamation is complete. <br /> Pipeline <br /> A South San Joaquin Irrigation District pipeline is located in the center of the property proposed for the quarry <br /> excavation. In a letter dated October 7, 2002, the South San Joaquin Irrigation District indicated that District <br /> policy mandates that the owner be required to replace the existing pipeline with new reinforced concrete pipe <br /> and locate it along the outer perimeter of the excavation. The South San Joaquin Irrigation Districts <br /> conditions will be incorporated into the Conditions of Approval for the proposed quarry. <br /> Noise <br /> The Cortmunity, Development Department required that an acoustical study be performed to evaluate - <br /> quarry site would be exposed to raise levels from quarry <br /> whether residences in the vicinity of the proposed q rry nt Title.
