Aggregate <br /> 916/322-4862 Quarry. Located east of Harrold Road and north of the intersection of <br /> River Road, the applicant proposes to mine 2.4 million cubic yards of rock <br /> Too <br /> 9161324-255 5 and sand over the 12-year life of the project. The following comments <br /> prepared by Michael Eichelberger, Environmental Specialist and Michael <br /> INTERNET Sandecki, Engineering Geologist, are offered to assist in your review of <br /> consrv.ca.gov <br /> this project. <br /> GRAY DAVIS The Surface Mining and Reclamation Act of 1975 (SMARA) (Public <br /> GOVERNOR Resources Code Section 2710 et seq.) and the State Mining and Geology <br /> Board regulations for surface mining and reclamation practice (California <br /> Code of Regulations (CCR) Title 14, Chapter S, Article 1 , Section 3500 et <br /> seq., Article 9 Section 3700 et seq.) require that specific items be <br /> addressed or included in reclamation plans. The following items were <br /> either not included or not sufficiently addressed in the reclamation plan. <br /> We recommend that the reclamation plan be supplemented to adequately <br /> address these mandatory items. <br /> MiningO aeration and Closure <br /> (Refer to SMARA Sections 2770.5,2772(c)(1), (c)(2),(3),(4),(5),(6),(9), <br /> CCR Section 3502(b)(2), (b)(5), 3709(a).(b), 3713(a),(b)) <br /> 1. Clarification is required regarding the initiation and termination date <br /> (SMARA (c)(3)). Although the reclamation plan states that mining <br /> will be completed within 12-years there is no statement explaining <br /> when mining will commence. The reclamation plan should contain <br /> a statement such as "Mining will commence following permit <br /> annroval and will terminate not longer than 12-years from the <br />
