Hazelton Avenue <br /> Stockton, CA 95205 <br /> MUNN & PERKINS AGGREGATE PROCESSING FACILITY APPLICATION REFERRAL, <br /> PA-0200370 (Q)O, SAN JOAQUIN COUNTY <br /> The Central Valley Regional Water Quality Control Board (Central Valley Water Board) <br /> recently received an Application Referral from the San Joaquin County Community <br /> Development Department, Development Services Division, which described the proposed <br /> expansion of an existing gravel quarry located at the northeast corner of River Road and <br /> Harrold Avenue, southeast of Escalon (APN No. 247-230-09). The Central Valley Water Board <br /> is responsible for protecting the quality of surface and ground waters of the state, therefore <br /> our comments address concerns surrounding those issues. Depending on details not <br /> provided to us for review, a Negative Declaration may be appropriate for the project. <br /> The applicant is requesting to expand existing quarry excavation operations to include the <br /> removal of 24 million cubic yards of rock, sand, and aggregate over a 25 year period. The <br /> Application Referral did not provide details of any anticipated on-site generation of <br /> wastewater, volumes, treatment, and/or discharge, however the attached site plan did indicate <br /> aggregate conveyors connecting to the Munn & Perkins Aggregate Processing Facility to the <br /> southeast. The discharge of wastewater to land at the Munn & Perkins Aggregate Processing <br /> Facility is currently regulated under Waste Discharge Requirements (WDRs) Order R5-2009- <br /> 0048, which was adopted by the Central Valley Water Board on 24 April 2009. <br /> Waste Discharge Requirements <br /> If aggregate washing will occur at the proposed project site and wastewater is discharged to <br /> land, the discharge is subject to regulation by the Central Valley Water Board under WDRs. <br /> In accordance with California Water Code section 13260, the project proponent is required to <br /> submit a Report of Waste Discharge (RWD) at least 180 days prior to aggregate washing <br /> operations and on-site discharge operations. If however the excavated aggregate material <br /> from the site is transported over to and washed at the neighboring Munn & Perkins Aggregate <br /> Processing Facility to the southwest, then wastewater discharge to land would be regulated <br /> under the existing WDRs for that facility. <br /> Kee, E L.On G'_' SCD.
