CONDITIONS OF APPROVAL <br /> PA-02-370 <br /> N & F Farms <br /> Quarry Excavation Application No. PA-02-370 was approved by the San Joaquin County Planning <br /> Commission on April 17, 2003. The effective date of approval is April 27, 2003. This approval will <br /> expire on October 26, 2004, which is 18 months from the effective date of approval, unless (1) all <br /> Conditions of Approval have been complied with, (2) all necessary building permits have been <br /> secured and remain in force, and (3) all necessary permits from other agencies have been secured <br /> and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as Ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified, and other Ordinance requirements may <br /> apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Leanne Mueller, 468-3228) <br /> a. APPROVAL: This is a Quarry Excavation application to remove approximately 2.4 million cubic <br /> yards of rock, sand, and gravel from approximately 71 acres of an 80-acre site over a 12-year <br /> period. The mining will occur in three phases. Phase 1 shall consist of 30 acres to be reclaimed <br /> by 2009. Phase 2 shall consist of 15 acres to be reclaimed by 2011. Phase 3 shall consist of 26 <br /> acres to be reclaimed by 2015. The material that is excavated shall be transported approximately <br /> 0.10 miles west on River Road to an existing processing facility. Reclamation is proposed to be <br /> continuous and concurrent with mining. The quarry shall be replanted in either walnuts or <br /> almonds in 15- to 30-acre increments. <br /> b. STOCKPILING: No stockpiled soil or material shall be placed closer than twenty five (25) feet to a <br /> property boundary. (Development Title Section 9-1415.3[b)) <br /> c PRIVATE ROADS: All private roads involved in an excavation shall be maintained to control the <br /> creation of dust. The first one hundred (100) feet of any private road on the property which intersects <br /> with a publicly maintained road shall be surfaced in a manner approved by the Director. Traffic <br /> control and warning signs shall be installed, if required, at such intersections. The placement and <br /> size of these signs shall be approved by the Director of Public Works (Development Title Section 9- <br /> 1415.3(c)) <br /> d. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other approved methods <br /> shall be required where necessary for the control of erosion. An erosion and sediment control plan <br /> approved by Development Services Division shall be part of the reclamation plan. (Development Title <br /> Section 9-1415.3[d)) <br /> e HOURS OF OPERATION: Excavation operations shall normally be carried on during the hours from <br /> 5 00 a m to 9'00 p m. (Development Title Section 9-1415.3[f)) <br /> f REPLACEMENT OF TOPSOIL: The topsoil shall be set aside, and upon completion of an <br /> excavation, the topsoil shall be replaced and the site leveled in conformance with the excavation <br /> permit (Development Title Section 9-1415 3(g]) <br /> Conditions of Approval - 1 - PA-02-370 <br />
