The project site <br /> is located next to the Stockton Deep Water Channel across from the Port. <br /> The landowners, Richard and Carolyn Hackett, and others have been in recent litigation against <br /> the Port concerning Port activities along the waterfront. The Hacketts expressed concern with <br /> noise, vibration, light, and diesel fumes emanating from activities along the waterfront. The <br /> Hackett project requires an Environmental Impact Report to study these items prior to <br /> determining whether the Hackett Project is in the proper location.
