10/30/07
To: Kevin Swanson- Community Development Department, San Joaquin Co.
From: David and C. Louise White
Subject: Subdivision on Riviera Dr.
We are opposed to the creation of the proposed seven home development for
the following reasons.
Infrastructure- Riviera Cliffs was developed in the nineteen fifties. The
C.C.R.s addressed the desire of the developers and home owners for lots and
homes of specific sizes. This has been followed for over fifty years. The
Subdivision is balanced. Don't change it.
The storm drain system is slow to empty the streets and intersections during
the winter storms. Riviera Drive is prone to flood at the intersection in
question. When it does, I put on my knee boots and clear the catch basins of
debris. Only one side of the street will drain at a time. This has resulted in
water to the edge of our driveways within inches of coming in. Will this
proposed addition be allowed to tie into the current drain to the channel? If
the current situation is any indicater, it could mean that Riviera Drive would
not drain until the new down hill tie in drained resulting in standing water to or
in our homes and or garages.
Question: With one hundred homes out here and this proposal to increase that
number by five percent, will the County be assisting with upgrades if and when
they become necessary? Should this factor into your decision?
The water mains in Riviera Cliffs are six inch around the outside streets and
FOUR inch on Cliff and Oakridge Streets. Four inch mains as far as I can
ascertain have never been legal. When we have a fire and the Fire Department
is pumping, homes on the inside streets can reportedly count to three when
they turn on the faucet before they get water. Does it make sense to approve
the addition of five percent more homes to such a water system.?
The proposed development is two houses from my own on a blind corner. Do you
really want to add a new street entering this limited visibility area with the
traffic from seven homes dumping into a blind spot at rush hour or any other
time? We don't.
