June 15, 2006 NOA Project Number: E06057A 5.0 CONCLUSIONS AND RECOMMENDATIONS Given the historical uses of agricultural chemicals and petroleum products on the subject property, meaningful conclusions regarding the presence or extent of such material cannot be determined without soil sampling and analysis. Such sampling and analysis is especially warranted in the conversion of agricultural land into residential use. Land use is not changing at this time, therefore no sampling is recommend. Should the future residents of the subject property be interested in determining the quality of their drinking water, EHD should be contacted for direction regarding the potential for impacts to +• groundwater from the agricultural history of the property and vicinity. The concrete, debris, tires and abandoned vehicles located on the subject property should be V. removed and disposed of in accordance with all applicable regulations. The oil staining around the irrigation pump west of the residence should be cleaned up, and a �. pump service should be consulted to address possible maintenance and cleanup issues at the pump on the property. .. Because no staining was observed in the vicinity of the transformers, the transformers are not considered an environmental threat to the subject property at this time. Should the property owners or the EHD be concerned about PCB contamination from the transformer, PG&E should to. be contacted to test,retrofit, or replace the transformer. If the existing structures are to be renovated or demolished, a survey to detect lead-based paints an and asbestos-containing materials should be conducted prior to any such activities. Any wells or septic systems identified which will not remain in use should be abandoned under .. EHD oversight. Any additional infrastructure or buried debris that may be encountered during site grading or development should be removed and disposed of in accordance with all applicable regulations. As the site is developed, any stained soil or sources of contamination identified, such as those described in Section 3.2 and 3.3, should be characterized and properly disposed in accordance r with federal, state, and local regulations. 6.0 LIMITATIONS L This report was compiled as a Surface and Subsurface Contamination Report for the subject property. This report contains information and data provided to NOA by several sources. NOA in no way warrants the accuracy or completeness of the information provided to this investigation by those sources. 11
