d. PARKING: Off-street parking shall be provided and comply with the following: <br /> (1) All parking spaces, driveways, and maneuvering areas shall be surfaced and permanently <br /> maintained with base material of appropriate depth and asphalt concrete or Portland cement <br /> concrete to provide a durable, dust free surface. Bumper guards shall be provided when <br /> necessary to protect adjacent structures or properties. (Development Title Section 9- <br /> 1015.5[e]) <br /> (2) A minimum of 3 (three) parking spaces shall be provided, including one van accessible space. <br /> (Development Title Section 9-1015.9) <br /> e. LOADING: 1 (one) loading space shall be provided. Each space shall be a minimum of 25 feet in <br /> length and 15 feet in width, and shall have a minimum height clearance of 14 feet. On-site driveways <br /> and maneuvering areas may be used in lieu of one of the loading spaces as long as maneuvering <br /> areas for delivery vehicles are provided. An encroachment permit shall be required for work within the road right-of-way. (Development Title <br /> Sections 9-1145.4 and 9-1145.5) <br /> b. The driveway approach shall be improved in accordance with the requirements of San Joaquin <br /> County Standards R-17 prior to issuance of the occupancy permit. (Development Title Section 9- <br /> 1145.5) <br /> c. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable <br /> at the time of building permit application. The fee currently is$690.00 per 1000 gross square feet of <br /> building designated as Manufacturing in the Thornton area. The fee shall be automatically adjusted <br /> July 1 of each year by the Engineering Construction Cost Index as published by the Engineering <br /> News Record. (Resolution R-00-433) <br /> d. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> e. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> f. All new and substantially improved structures constructed on this parcel shall be elevated a minimum <br /> of one foot above the 100-year flood elevation of eight feet. <br /> g. Any construction activity that results in the disturbance of at least one acre of soil shall require a <br /> State NPDES construction permit. <br /> 3 ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Larry Godinho, 468-0330) <br /> a. A manure management plan has been submitted, and it has been approved with conditions by the <br /> Environmental Health Department on September 7, 2004. Application No. PA-0300429 for this <br /> facility has other conditions that are applicable to this application and to the dairy operation in regard <br /> to overall animal waste removal, animal waste application to the ground, vector control, and <br /> complaint investigations. <br /> No manure storage or storage of other products within 100 feet of the milkhouse or 50 feet of the <br /> milkbarn will be permitted (California Feed and Agriculture Code, Article 22, Section 646). <br /> Conditions of Approval -2 - PA-0400756 <br />
