4.1 POTENTIALLY SIGNIFICANT BUT MITIGABLE IMPACTS J <br /> Pursuant to CEQA Guidelines Sections 15091(a)(1) and 15092(b), and to the extent reflected in the EIR and <br /> the MAW, the County finds that changes or alterations have been required to, or incorporated into, the <br /> components of the project to mitigate or avoid potentially significant effects on the environment. Based on <br /> the analysis contained in the EIR, the following impacts have been determined to fall within the category of <br /> impacts that can be reduced to less than significant levels with implementation of the mitigation measures set <br /> forth below. <br /> • Land Use and Agricultural Resources (potential impacts resulting from the permanent conversion <br /> of land designated by the Department of Conservation Farmland Mapping and Monitoring <br /> Program("FMMP") as Prime Farmland,Farmland of Statewide Importance or Unique Farmland <br /> • Air Quality and Greenhouse Gases (potential impacts resulting from au pollutant emissions <br /> during short-term construction activities and long-term project operations) <br /> • Aesthetics (potential impacts from light and glaze from project operations impacting day or <br /> nighttime views in the area) <br /> • Biological Resources (potential impacts to the California-listed Swainson's Hawk, California <br /> species of special concern northern harries, western burrowing owl and western red bat, and <br /> California Fully Protected species white-tailed kite and to wetlands and/or waters of the U.S./State) <br /> • Cultural Resources (potential impacts to archaeological and paleontological resources and <br /> human remains) <br /> • Hazards and Hazardous Materials (potential impacts associated with accidental release or exposure <br /> to hazardous materials, project location at a site that is included on a list of hazardous material <br /> sites, and exposure of people or structures to a significant risk of loss, injury, or death involving <br /> wildland fires during project construction) <br /> • Hydrology and Water Quality (potential impacts to groundwater quality from project operations <br /> and potential impacts associated with erosion and/or siltation, on or offsite flooding, and/or <br /> exceedances of storm drainage system capacity) <br /> • Utilities and Service Systems (potential impacts from exceedances of wastewater treatment <br /> requirements, from construction of a new septic systems and from construction of new storm <br /> water drainage facilities or expansion of such facilities) <br /> 4.1.1 Land Use and Agricultural Resources <br /> Summary of Potential Impacts <br /> An evaluation of potential impacts to land use and agricultural resources from the project is found in Section <br /> 4.1 (Land Use and Agricultural Resources) of the Draft EIR. <br /> November 2012 5 Findings of Fact/ <br /> Statement of Overriding Considerations <br />
