• Several stated Project Objectives will also provide benefits to the immediate community and to San <br /> Joaquin County,including: <br /> o To expand capacity in order to meet the projected,growing demand for rail transport within the <br /> region by 2013 through 2035; <br /> o To provide local and area shippers and receivers of goods with increased opportunities for transport <br /> via rail as an alternative to long-haul shipment by truck on the regional highway network; <br /> o To provide additional capacity for rail transport within an established,regionally-significant area in <br /> dose proximity to two major highways (I-5 acid SR 99) and the Union Pacific's O and and Fresno <br /> Subdivisions (which are connected to Union Pacific's national network),and adjacent to or near <br /> light industrial,rural and other complementary,non-residential uses. <br /> o To increase capacity by enabling the facility to handle longer uninterrupted lengths of rail cars, <br /> allowing more rail cars to be loaded and unloaded in one sequence while reducing crossings over the <br /> local roadway network <br /> o To streamline and facilitate on site traffic,cargo movements and traffic accessing the facility with a <br /> more efficient layout and design; <br /> o To reduce truck processing and idling time at the facility truck entrance,while providing stringent <br /> cargo security. <br /> • Based upon an economic study prepared the Business Forecasting Center,Eberhardt School of <br /> Business,for the University of the Pacific dated August 17,2010,Analyrzr of Economic,Empkyment and <br /> Tax Revenue Impacts.2011-2025(the"UOP Study's the project will generate several substantial economic <br /> benefits to San Joaquin County. <br /> o The project will generate$142 million in economic output to San Joaquin County,including revenue <br /> and sales attributable to the facility construction and operation. <br /> o The project will generate$140 million in total additional income for direct and indirect employees. <br /> o The project will generate an additional$43 million in additional tax revenue,including federal,State <br /> and Iocal taxes. <br /> o During the three years of initialroject development and construction,the pro ect is expected to <br /> average direct employment of 2V individuals.A further 59 indirect jobs and 8�induced jobs is <br /> expected,leading to a total annual average of 385 jobs during the fust phase of the project's facilities <br /> development and the creation of 623 jobs over the life of the project <br /> o The total,cumulative economic impact of construction and the additional operations associated with <br /> the project during a fifteen year period from the start of construction is expected to be$411.9 <br /> million. Total income effects from the project between are estimated to be$140.2 million during <br /> this period. <br /> • Theprlect is in an ideal location for regional, national,and international multi-modal movement of <br /> Ys Within one hundred miles of the project site,there are thirty California counties with a <br /> combined population of 12.9 million people and a gross regional product of$739 billion in 2008.This <br /> region contains a diverse concentration of agricultural producers,retailers,manufacturers and <br /> distributors. <br /> • The current Union Pacific Intermodal Facility is served directly by UP main lines that reach northward <br /> and southward along the Pacific Coast,and eastward into the Central United States.The regional <br /> logistics and transport infrastructure is also complemented by another major rail carrier in San Joaquin <br /> County.Therefore,the project plays a critical support role in the regional rail system and expands the <br /> market reach of shippers m the region and throughout the United States. <br /> • Theproposed modernization and expansion of the Intermodal Facility will contribute to both <br /> development and productivity of San Joaquin County's transportation sector.
