Union Pacific San Joaquin County Prior to issuance of building <br /> the project sponsor shall contribute Its fair share of the cost of installing a traffic Community Development permits for Phase II <br /> signal at the intersection of Roth Road and 1-5 Northbound Ramp by paying a Department and Public <br /> fair share fee to San Joaquin County equal to the project's equitable fair share Works Department <br /> of 9.8%of such improvement multiplied by the estimated cost of such <br /> improvement.Construction of this improvement would improve the intersection <br /> LOS to an acceptable LOS B or better.Because San Joaquin County,as Lead <br /> Agency,does not have jurisdiction over this Improvement and it is uncertain <br /> whether full funding will be achieved for construction of this improvement,this <br /> impact is significant and unavoidable. <br /> TRANS-10: Prior to the issuance of building permits for Phase II of the project, Verification by County. Union Pacific San Joaquin County Prior to issuance of building <br /> the project sponsor shall contribute its fair share of the cost of the following Community Development permits for Phase II <br /> improvements by paying a fair share fee to San Joaquin County equal to the Department and Public <br /> project's equitable fair share of 12.2%of such improvements multiplied by the Works Department <br /> estimatedcostof such improvements:(i)installation of a traffic signal at the <br /> intersection of Roth Road and Harlan Road,with protective left-turn signal <br /> phasing for Harlan Road approaches,(ii)conversion of the northbound Harlan <br /> Road approach from the existing shared left-turn/through lane and separate <br /> right-turn lane to a separate left-turn lane and shared through/right-turn lane, <br /> and(iii)conversion of westbound and southbound approaches from shared <br /> left-turn/through/right-turn lane to separate left-turn lane and a shared <br /> through/right turn lane.Construction of the above improvements would improve <br /> intersection LOS to an acceptable LOS C. Because San Joaquin County,as <br /> Lead Agency,does not have jurisdiction over this improvement and it is <br /> uncertain whether full funding will be achieved for construction of this <br /> improvement,this impact is significant and unavoidable. <br /> 4.2 Transportation and Traffic(cont) <br /> TRANS-11:Prior to the issuance of building permits for Phase II of the project, Verification by County. Union Pacific San Joaquin County Prior to issuance of building <br /> the project sponsor shall implement Mitigation Measure TRANS-1 (contribute fair Community Development permits for Phase II <br /> share cost of installation of a traffic signal at the intersection of Lathrop Road and Department and Public <br /> 1-5 Southbound Ramps,which improvement is programmed for inclusion and Works Department <br /> construction under the RTIF program),and shall contribute its fair share of the <br /> cost of installing the following additional improvements:(i)conversion of the <br /> eastbound approach from shared through/right-turn lane to a separate through <br /> and a separate right-turn lane,and(ii)construction of an additional left-turn lane <br /> on the westbound and southbound approaches,which improvements are <br /> programmed for inclusion and construction, under the RTIF program,by paying <br /> the applicable fees for the project under the RTIF program at the time of building <br /> permit applications.Construction of the above improvements would improve <br /> intersection LOS to an acceptable LOS D or better.Because San Joaquin <br /> County, as Lead Agency,does not have jurisdiction over this improvement and <br /> it is uncertain whether full funding will be achieved for construction of this <br /> Improvement,this impact is significant and unavoidable. <br /> TRANS-12:Prior to the issuance of building permits for Phase II of the project, Verification by County.
