Responsible Mitigation Measures and Statements of Findings of Impacts Being Monitoring) RespMonitoring/Reporting <br /> Significant and Unavoidable Reporting Action Party for Providing Responsibility <br /> Timing <br /> Mitigation <br /> project's equitable fair share of 6.1%of such Improvements multiplied by the Works Department <br /> estimated cost of such improvements:(i)conversion of the southbound <br /> approach from left and shared left-turn/through/right-turn lane to separate left <br /> and a shared right-turn/through lane,and(ii)construct an additional left-turn <br /> lane on the westbound approach,which improvements are programmed for <br /> inclusion and construction under the RTIF program,by paying the applicable <br /> fees for the project under the RTIF program at the time of building permit <br /> applications.Construction of this improvement would improve intersection LOS <br /> to an acceptable LOS C or better. Because San Joaquin County,as Lead <br /> Agency,does not have jurisdiction over this improvement and it is uncertain <br /> whether full funding will be achieved for construction of this improvement,this <br /> impact is significant and unavoidable. <br /> 4.2 Transportation and Traffic(cont.) <br /> TRANS-16: Prior to the issuance of building permits for Phase II of the project,the Verification by County of Union Pacific San Joaquin County Prior to issuance of building <br /> project sponsor shall implement Mitigation Measure TRANS-9.Construction of thg Mitigation Measure TRANS- Community Development permits for Phase II <br /> improvements described in Mitigation Measure TRANS-9 would improve 9. Union Pacific San Joaquin County Prior to issuance of building <br /> the project sponsor shall contribute its fair share of the cost of the following Community Development permits for Phase II <br /> improvements by paying the applicable fees for the project under the RTIF Department and Public <br /> program if such improvements are included within the program at the time of Works Department <br /> building permit applications,or alternatively,if such improvements are not <br /> included under the RTIF program at the time of building permit applications,by <br /> paying fees to San Joaquin County for the following improvements,based upon <br /> the project's equitable fair share of such improvements,if an alternative fee <br /> collection program exists at the time of building permit applications which has <br /> been established by the County and/or the City of Manteca and which the <br /> County,as Lead Agency,determines is part of a reasonable,enforceable plan or <br /> program that is sufficiently tied to the actual mitigation of the traffic impacts at <br /> issue:(i)provision of a separate left-turn lane and a shared through/right-turn <br /> lane on the eastbound and westbound Daisywood Drive approaches,and <br /> (ii)construction of a second southbound through lane.Construction of these <br /> improvements would improve intersection LOS to an acceptable LOS D or better. <br /> Because San Joaquin County,as Lead Agency,does not have jurisdiction over <br /> this improvement and It is uncertain whether full funding will be achieved for <br />
