Project will sit immediately adjacent to the Center Point Intermodal Center, a new 4.7 million
<br /> square foot integrated logistics center,the lowering of supply-chain and transportation costs for
<br /> shippers and receivers, the creation of synergies in the co-locations of industries, including
<br /> agricultural processing, manufacturing and packaging, and strengthening of the County's
<br /> logistics cluster, and (e) implementation of several priorities identified in the San Joaquin
<br /> Council of Governments Regional Transportation Plan, including improved cargo handling
<br /> safety and security, improved system maintenance and operations, improved mobility and
<br /> accessibility for goods movement, and a reduction of highway congestion and air emissions from
<br /> long-haul truck shipments.
<br /> Recital L. The Project and Use Permit will therefore implement the goals and policies of
<br /> the County's General Plan, including: (i)the objectives and policies of Volume I, Section IV.A.4
<br /> to attract new industrial businesses to San Joaquin County, which in turn will provide the County
<br /> with a balanced economy, new jobs and an increased tax base,particularly those businesses, like
<br /> the Project,which may attract other,related businesses and spur economic development, (ii)the
<br /> objectives and policies of Volume I, Section IV.B to attract new industries and to encourage the
<br /> expansion of existing businesses that distribute goods for consumption outside the County,
<br /> particularly agricultural goods, that increase employment opportunities and provide a closer
<br /> balance between jobs and residents in the County,that broaden the property and sales tax bases
<br /> of the County, and that encourage economic development and diversity, (iii)the objectives and
<br /> policies of Volume 1, Section IV.F.1 of the General Plan to provide for the efficient
<br /> transportation of goods through a multimodal system, including by rail,to reduce transportation
<br /> impacts to air quality and to reduce the dependency on vehicles, (iv)the objectives and policies
<br /> of Volume 1, Section IV.17.7 of the General Plan to maintain the safe and efficient movement of
<br /> commodities through and within the County,to ensure the maintenance of an effective
<br /> circulation system to retain and attract distribution industries and to provide for adequate access
<br /> to facilities critical to goods movement, including railroad yards, and(v)the objectives of
<br /> Volume 111, Section II.C.9 of the General Plan,which recognizes San Joaquin County's
<br /> strategically central location for the shipment of goods,the role played by the railroads in the
<br /> shipment of goods, including the Developer, and the significance of goods movement to the
<br /> County's economic prosperity. As noted above,the Project also includes measures for
<br /> mitigating any significant adverse environmental impacts in the County and the surrounding
<br /> region, including to roadways in the vicinity of the Project. The County therefore believes that
<br /> the orderly development of the Project will provide many public benefits to County through the
<br /> imposition of the foregoing standards and requirements under the terms and conditions of this
<br /> Agreement, including,without limitation, increased tax revenues resulting in fiscal benefits to
<br /> County, installation of certain off-site public improvements and the creation of job opportunities
<br /> through the construction, development and operation of the Property, and the attraction of other,
<br /> complimentary businesses to the area.
<br /> Recital M. Development of the Property requires substantial capital expenditures and
<br /> investments with respect to construction and installation of major infrastructure and facilities,
<br /> estimated to be in excess of$248 million. The Developer's major objectives in entering into this
<br /> Agreement include,but are not limited to/the following: to provide a degree of certainty with
<br /> respect to the Existing Approvals, including the Use Permit, and the permitted land uses,
<br /> densities, and major infrastructure required for the Property, in order to allow the Developer to
