Analysis
Background
Currently the applicants are permitted to operate and maintain a "Bloodless Bull Ring" in the Community
of Thornton as a Special Event with an approved Site Approval application a maximum of eight times
within a 12 month period.
Revisions of Approved Actions applications normally are reviewed by the Director using the Staff Review
with Notice Procedure and approved at staff level; however, due to the neighborhood opposition to the
proposed Revisions the application was referred to the Planning Commission.
Neighborhood Opposition
The Community Development Department has received a letter and signed petition from surrounding
neighbors in opposition to the application. The concerns raised are excessive noise (amplified music)
emanating from the"Bull Ring' during events, hours and notification of events and traffic congestion.
Noise: The noise performance standard for stationary noise sources requires a daytime (7 a.m. to 10
p.m.) hourly equivalent sound level to remain below 50 dB with a maximum sound level of 70 dB and a
nighttime (10 p.m. to 7 a.m.) hourly equivalent sound level to remain below 45 dB with a maximum sound
level of 65 dB (Development Title Table 9-1025.9 Part II). The project proponent is recommending and
has agreed to have a noise decibel reader on-site and will provide a contact number for neighbors.
Notification of Events: Surrounding neighbors expressed concern over notification of each event. The
applicant has agreed and will post the time and dates of each event seven days in advance at the town
post office.
Hours: The letter received expressed concern over the hours of events. The project applicant is
recommending and has agreed to accept as a Condition of Approval that all events end by 9:00 p.m.
except the October events which will end by 11:00 p.m.
Traffic: Parking in the County right-of-way for all events is prohibited. As a recommended Condition of
Approval Public Works is requiring that a parking monitor be on-site during the events directing
participants to not park in the County right-of-way. The applicant has agreed to this recommended
Condition of Approval.
San Joaquin County PA-0600203\Our Lady of Fatima
Community Development
- 3 -
