Analysis <br /> Background <br /> Currently the applicants are permitted to operate and maintain a "Bloodless Bull Ring" in the Community <br /> of Thornton as a Special Event with an approved Site Approval application a maximum of eight times <br /> within a 12 month period. <br /> Revisions of Approved Actions applications normally are reviewed by the Director using the Staff Review <br /> with Notice Procedure and approved at staff level; however, due to the neighborhood opposition to the <br /> proposed Revisions the application was referred to the Planning Commission. <br /> Neighborhood Opposition <br /> The Community Development Department has received a letter and signed petition from surrounding <br /> neighbors in opposition to the application. The concerns raised are excessive noise (amplified music) <br /> emanating from the"Bull Ring' during events, hours and notification of events and traffic congestion. <br /> Noise: The noise performance standard for stationary noise sources requires a daytime (7 a.m. to 10 <br /> p.m.) hourly equivalent sound level to remain below 50 dB with a maximum sound level of 70 dB and a <br /> nighttime (10 p.m. to 7 a.m.) hourly equivalent sound level to remain below 45 dB with a maximum sound <br /> level of 65 dB (Development Title Table 9-1025.9 Part II). The project proponent is recommending and <br /> has agreed to have a noise decibel reader on-site and will provide a contact number for neighbors. <br /> Notification of Events: Surrounding neighbors expressed concern over notification of each event. The <br /> applicant has agreed and will post the time and dates of each event seven days in advance at the town <br /> post office. <br /> Hours: The letter received expressed concern over the hours of events. The project applicant is <br /> recommending and has agreed to accept as a Condition of Approval that all events end by 9:00 p.m. <br /> except the October events which will end by 11:00 p.m. <br /> Traffic: Parking in the County right-of-way for all events is prohibited. As a recommended Condition of <br /> Approval Public Works is requiring that a parking monitor be on-site during the events directing <br /> participants to not park in the County right-of-way.
