Satterness : <br /> On Monday, September 25 , 1989, you discussed with me the proposal <br /> to establish a golf course along the north side of the Stanislaus <br /> River west of Santa Fe Road (application no. UP-89-30) . I indicated <br /> that an endangered insect , the Valley Elderberry Longhorned Beetle, <br /> may be present in that area. <br /> On Tuesday afternoon, September 26 , I visited the site along with <br /> Agricultural Inspectors Fred Minazzoli and Tom Reed. We surveyed for <br /> approximately 1 1/2 hours . We found numerous Elderberry stands <br /> (Sambucus species) , the majority at a distance greater than 50 feet <br /> from the river's edge. Close examination of elderberry plants <br /> revealed many branches with beetle emergence holes and some broken <br /> branches with central bore holes at least two feet in length. <br /> I discussed these findings with Dr . Fred Andrews , Senior Insect <br /> Biosystematist at the California Department of Food and Agriculture, <br /> Sacramento . He has done a number of surveys and assured me that only <br /> the Valley Elderberry Longhorned Beetle could have caused the borings <br /> I described to him. No other insects but beetles of the genus <br /> Desmocerus are borers in Elderberry . The only species of this genus <br /> that could occur in this area is Desmocerus californicus dimorphus , <br /> the Valley Elderberry Longhorned Beetle . <br /> Therefore it is my opinion that there is strong evidence for the <br /> presence of a Federally protected endangered species in the area under <br /> consideration for the golf course project . Furthermore it is my <br /> opinion that the project as outlined will have a significant negative <br /> impact on this species , and that the proposed mitigation in the appeal <br /> of September 5 , 1989 is not adequate for protection of this species . <br /> Sin /errellJy/, / <br /> Kirby W .
