Distribution Warehouse(Deadline: 11/22/2016) <br /> Dear Stephanie Stowers, <br /> - -�JT!vE Ci'�cCF�R <br /> The San Joaquin Council of Governments (SJCOG), acting as the Airport Land Use Commission <br /> (ALUC) and Congestion Management Agency (CMA), has reviewed an application for a site <br /> ESCA-JI! <br /> LATHROP. approval application to expand the existing warehouse and distribution facility with the <br /> LODI, construction of a 556,640 square foot distribution warehouse south of West Schulte Road and <br /> MANTECA, west of South Lammers Road (14900 West Schulte Road,Tracy(APN:209-240-34;-35)). <br /> RIPON, <br /> STOCKTON, <br /> TRACY, CONGESTION MANAGEMENT AGENCY'S REVIEW <br /> AND <br /> THE COUNTY OF SJCOG adopted the 2016 Update to the Regional Congestion Management Program (RCMP) <br /> SAN JOAQUIN <br /> (http://www.sicos-rcmo.orr?/ literature 231152/2016 RCMP Update Adopted Report) on <br /> March 24, 2016). Chapter 6 of the RCMP describes the updated Land Use Analysis Program, <br /> including Tier 1 and Tier 2 review/analysis requirements, analysis methods, impact significance <br /> criteria,and mitigation. <br /> SJCOG determined that this project may fall under Tier 2 Review based on estimated trip <br /> generation greater than 500 total daily trips during the average weekday and Saturday. <br /> SJCOG received a negative declaration for this project. The negative declaration states "the <br /> existing facility and the proposed expansion combined will have approximately 50 employees and <br /> generate approximately 60 truck trips per day. The Department of Public Works states that the <br /> proposed project would have a less than significant impact on traffic on the local streets because <br /> the development expansion is not expected to exceed the threshold fifty vehicles during any hour." <br /> SJCOG expresses concern if the project operates for a time duration long enough to allow the <br /> daily trips to exceed 500 vehicles on an average day.500 vehicles and above per average day is <br /> the threshold for a Tier 2 review. SJCOG requests that the County provide follow-up <br /> documentation,either showing that the project trip generation does not exceed 500 daily trips <br /> (including the source for trip generation estimates),or an analysis of potential impacts and <br /> mitigation measures for nearby RCMP intersections if the daily trip threshold is exceeded. <br /> AIRPORT LAND USE COMMISION'S REVIEW <br /> This project is not located within any airport influence area;thus,an ALUC review is not required. <br /> SJCOG would like to provide standards and project design conditions that comply with the Airport <br /> 1lPage <br />
