Schulte Road, adjacent and south of the subject site <br /> appears on the HAZNET database due to the storage and/or generation of unspecified oil- <br /> containing waste and other organic solids. No violations are reported for the facility and <br /> according to the EDR report; the waste is collected on site and taken to a landfill for disposal. <br /> Based upon this information the facility does not appear to pose an adverse impact on the <br /> subject site. <br /> r <br /> 4.2. ADDITIONAL AGENCY ENVIRONMENTAL RECORDS <br /> Local regulatory agencies were contacted for reasonably ascertainable and practically reviewable <br /> documentation regarding recognized environmental conditions present at the subject site and <br /> adjacent facilities. Interviews with local regulatory agency representatives are included in <br /> Chapter 7.0 of this report and copies of the documentation obtained by Kleinfelder is included in <br /> Appendix D of this report. The following agencies were contacted for documentation. <br /> 6. • San Joaquin County Environmental Health Division (SJC/EHD) was contacted on <br /> February 3, 2004 for information regarding leaking underground storage tanks and hazardous <br /> materials and/or petroleum product incidents. According to Kim (clerk), files were not <br /> available for the subject site, but were found for the adjacent facility to the east (Owens- <br /> Illinois, 14,700 Schulte Road). <br /> ` According to files reviewed Owens-Illinois reportedly maintained two underground sumps <br /> (42,000, and 27,3000 gallons) and four underground storage tanks (UST) (3,150, 300, 450, <br /> ` and 1500 gallons) on site. According to the files the 300-gallon UST was removed on May <br /> 7, 1986. Three small holes were noted on the bottom and gasoline odor was noted. Soil <br /> sampling was conducted with toluene, ethylbenzene, and benzene results of 192 parts per <br /> billion (ppb), 57.8 ppb, and 42.5 ppb respectively. Lead was also detected at 15.7 ppm, all <br /> other constituents were non-detect. CKG Environmental conducted further investigation on <br /> February 22, 2002 by drilling an angle boring under the former UST location, and analyzing <br /> two samples. The samples were analyzed for total petroleum hydrocarbons, MTBE, and <br /> BTEX, and no analyzed constituents were reported above laboratory reporting limits. Based <br /> upon these results and CKG's conclusions the EHD issued a letter dated June 17, 2002 <br /> confirming the completion of the "site investigation and corrective action for the <br /> underground storage tank." The RWQCB issued a letter on June 3, 2002 stating a"no further <br /> action required concurrence, Owens-Brockway, 14700 Schulte Road, Tracy, San Joaquin <br /> `„ County." <br /> i According to the files a 1,460 (1500) gallon waste oil tank was abandoned in place on June <br /> L 14, 1989. Four soil samples were taken below the tank and analyzed for lead, heavy metals <br /> (arsenic, cadmium, chromium, lead, nickel, and zinc), and organics (TPH, VOCs, and PCBs). <br /> The metals were representative of the background concentrations (according to the <br /> 40351.P01 /ST04R354 Page I 1 of 30 <br /> Copyright 2004,Kleinfelder,Inc.
