CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 5-00-056 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> OWENS-BROCKWAY <br /> OWENS-ILLINOIS GLASS FURNACE FACILITY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region (hereafter Board), <br /> finds that: <br /> 1. Owens-Brockway and Owens-Illinois (hereafter Discharger) submitted a Report of Waste <br /> _ Discharge, dated 12 January 2000, to treat and dispose of process wastewater generated in a <br /> glass furnace facility and domestic wastewater generated by employees. <br /> 2. The property is on Assessor's Parcel Number 209-240-24, which is owned by <br /> Owens-Brockway, a subsidiary of Owens-Illinois. The facility is at 14700 W. Shulte Road, <br /> Tracy, San Joaquin County, as shown on Attachment A, which is attached hereto and made <br /> part of this Order by reference. <br /> 3. Waste Discharge Requirements Order No. 80-014, adopted by the Board on 25 January <br /> 1980, prescribes requirements for discharge of wastewater from the Owens-Brockway glass <br /> furnace facility to evaporation and percolation ponds on the property. Order No. 80-014 is <br /> neither adequate nor consistent with current plans and policies of the Board. <br /> 4. The Discharger currently generates approximately 18,000 gallons per day of cullet water <br /> overflow, furnace drain water, cooling tower overflow, reverse osmosis reject water, and <br /> steam cleaning/rinse water (collectively process water) which is discharged to three <br /> evaporation and percolation ponds (process wastewater ponds). Because these three ponds <br /> are near their capacity, the Discharger diverts process wastewater to stormwater Ponds Nos. <br /> 4and 5. <br /> 5. The process wastewater ponds are shown in Attachment B, which is attached hereto and <br /> made part of this Order by reference. The total capacity of the process wastewater ponds is <br /> approximately 1.43 million gallons. <br /> - 6. Stormwater is discharged to five stormwater ponds. The locations of the stormwater ponds <br /> are presented on Attachment B. <br /> 7. Domestic wastewater is discharged to two septic tank and leachfield systems. The locations <br /> of the septic systems are presented on Attachment B. The primary septic system is near the <br /> process wastewater ponds and has a capacity of 20,000 gallons per day. Leachfields are <br /> manually rotated on a quarterly basis. The second septic system is smaller and serves the <br /> "VIP warehouse." Both systems are pumped out, inspected, and reseeded on a quarterly <br /> basis. A site inspection on 30 November 1999 found that wastewater was surfacing and <br /> ponding within the leachfields at the primary septic system. <br />
