Bisson: <br /> In response to requests for information and reports concerning a <br /> recent spill at this facility, please accept the following summary <br /> of the incident. <br /> At approximately 1 : 00 p.m. on Friday, March 18 , 1983 , a truck con- <br /> taining 4000 gallons of liquid sodium hydroxide (50%) was in the <br /> process of unloading at the Tracy Plant of Owens-Illinois , Inc. , <br /> located at 14700 West Schulte Road, Tracy, California. The <br /> chemical was supplied by P. P. G. Industries , P .O. Box 39197 , San <br /> Franciso , California 94110 . It was delivered by Mike Cecchett of <br /> Cal Tank Lines (800) 692-3710 on B/L #888932-9 . <br /> In the process of unloading the material , 3000 gallons of this <br /> material escaped through a hose to the ground area at the rail <br /> unloading pit. The truck driver was not immediately aware of the <br /> problem as he was in the cab of his truck . <br /> Between 1 : 00 p.m. and 2 : 30 p.m. efforts to contain the materials <br /> by putting sand onto the surface of the sodium hydroxide and <br /> ahead of the flow were made. A significant quantity of material <br /> was controlled in this manner. <br /> At 2 : 45 p.m. , tests were made at the points where storm water run- <br /> off enters the plant containment pond. (This run-off was due to <br /> the unusually heavy amounts of rainfall experienced this year , in <br /> general; and to the heavy down-pour which took place on March 17 , <br /> 1983 , in particular) . Due to these heavy rains , run-off could not <br /> enter the containment pond which was already full and instead <br /> entered an irrigation ditch and then flowed to an irrigation pond <br /> (still on plant property) . At 3 : 10 p.m. , test results of water <br /> showed the water to be at a ph of 12 , in these two areas . <br /> At 3 : 20 p.m. a call was placed to the State Department of Health <br /> Service , Hazardous Materials Management Section, (916) 323-6043 , <br /> to report the incident. <br /> r • <br /> r <br /> P 0 Boz 30 Tracy, California 95376 (209)835-5701 <br />
