Conditions of Approval UP 88-19 Page -32- wastewater disposal field; establish an unirrigated 50-foot-wide buffer strip along each bank (or other off-site mitigation approved by the Department of Fish and Game and U. S. Fish and Wildlife Service) ; (2) Locate the wastewater disposal area in the northern portion of the Tri-State/Cheng site, and provide 50-foot-wide "natural" unirrigated strips around the perimeter of the fields (or other off-site mitigation approved by the Department of Fish and Game and U. S. Fish and Wildlife Service) ; ' (3) Provide a minimum of 20 artificial burrowing owl burrows and nest boxes, to be constructed and located as approved by the Department of Fish and Game; acquire the necessary State and Federal permits prior to any relocation efforts; maintain and repair the nests at regular intervals; (4) During pre-construction period project, boundaries shall be staked; protective fencing shall be provided for vulnerable on-site habitats such as riparian corridors and nests/burrows; and pre- construction surveys shall be initiated 30 days before planned construction and shall be conducted prior to each project stage to locate burrowing . owl, kit foxes, and kit fox dens; (5) During all construction periods, a biologist shall be made available to provide assistance and to monitor the successful implementation of these mitigation measures; (6) Any kit fox dens or burrowing owl nests identified within the path of construction shall be excavated prior to the breeding/nesting season under the direct supervision of a wildlife biologist, subject to Department of Fish and Game and U. S. Fish and Wildlife Service approval; (7) An endangered species compliance program shall be developed and implemented for project employees and contractors; this program shall be subject to approval of the Department of Fish and Game and the County and shall be reviewed during the annual mitigation monitoring program;
