SHERIFF' S DEPARTMENT; Conditions of Approval : a. Final site plans and the Improvement Plan shall be referred to the Sheriff 's Department for review. The ✓ plans shall incorporate the crime prevention measures that are included in both the Gateway General Plan Amendment FEIR and the Safeway Supplemental EIR, regarding• landscaping, adequate lighting, site access, and alarm systems. b. Bay Cities shall be required to participate in a County Service Area assessment district or other financial mechanism set up by the County to ensure an adequate level of funding for police services provided by the Sheriff's Department in the area of the project. Bay Cities will be required to participate in such an assessment or other financial district only if a detailed fiscal impacts study prepared by a qualified consultant indicates that the property tax and other revenues that the County receives form the Bay Cities project does not adequately cover the costs of providing police services to the project. C. Bay Cities shall be required to submit a contingency plan to the Sheriff' s =partment which discusses the measures Bay Cities will ske to ensure that no extraordinary expenses will accrue to the Sheriff ' s Department. 7 .
