Item No. 2 <br /> PC: 1-2-92 <br /> UP-91-21 <br /> Page 4 <br /> a three-foot-wide planter adjacent to the parking lot on the north side of the project site (see <br /> "Conditions of Approval"). <br /> The Site Plan shows the location of a recently recorded ingress-egress easement that replaces <br /> an existing easement held by a property owner on the north side of the project site. The original <br /> easement was located in the area shown for parking spaces adjacent to the north property line. <br /> The new easement, which is shown on the revised site plan in this staff report, goes through the <br /> aisle of the parking lot. <br /> Traffic/Circulation/Access: <br /> The subject parcel has frontage on Sixth Street, Seventh Street, and "D'Street in Banta; however, <br /> the only road improvement in place is on Seventh Street,terminating at a point approximately 160 <br /> feet south of the site's north property line. The project's first phase will use a driveway entering <br /> the existing improved right-of-way, subject to securing an Encroachment Permit from the <br /> Department of Public Works. At the time of Phase II development, the applicant will be required <br /> to extend and improve the public road to the driveway on the south side of the property on "D" <br /> Street. Improvements will not be required on Sixth Street as a result of Phase II development. <br /> Parking: <br /> The number of parking spaces required by the Planning Title (Section 9-3700(g)) for the two <br /> phases of this project (27 for Phase I and a total of 50 for Phase ll) are based on the seating <br /> capacity of the two structures that will be used for places of assembly. The actual number of <br /> seats required is based on the requirement of one parking space for each three seats. The <br /> installation of the parking spaces for each phase will be required before the initiation of each <br /> building's use. <br /> Landscaping: <br /> The recommended Conditions of Approval require a minimum ten-foot-wide landscaped strip <br /> along the frontage of he property. As is the case with the public road improvement, the <br /> installation of the landscaping will be tied to the two phases of development. The Site Plan <br /> indicates that the applicant is proposing to install significantly more landscaping than is being <br /> recommended. Approximately ten percent of the total site will be landscaped as a part of the <br /> Phase I development, with additional landscaping to be installed with the second phase of the <br /> project. The conditions also recommend the installation of a three-foot-wide landscaped planter <br /> adjacent to the solid fence on the north side of the Phase I parking lot. This landscaping is <br /> intended to help screen the church's parking lot from the adjacent residential uses on the north <br /> side of the subject parcel. <br />
