,q C <br /> PUBLIC HtALTH SERVICTS <br /> SAN JOAQUIN COUNTY <br /> ENVIRONMENTAL HEALTH DIVISION y: ` <br /> Karen Furst, M.D., M.P.H., Health Officer <br /> 304 East Weber Avenue, Third Floor • Stockton, CA 95202 <br /> 209/468-3420 <br /> September 9, 1999 <br /> MEMORANDUM <br /> TO: Supervisor Robert Cabral / <br /> FROM: Donna Heran, Director <br /> Environmental Health Division <br /> SUBJECT: 15791 Southland Court, Manteca <br /> On February 18, 1999, the Environmental Health Division posted the property at 15791 <br /> Southland Court for substandard conditions. On May 5, 1999, the Board of Housing Appeals <br /> passed Resolution 99-79, which required compliance timelines as listed below: <br /> 1. Thirty days for the demolition permit to be finaled for Structure C (bam) by the San Joaquin <br /> County Community Development Department. <br /> 2. Sixty days to clean up exterior of the property. <br /> 3. One hundred and twenty days to obtain and final repair permit for Structure A (single-family <br /> dwelling) from San Joaquin County Community Development Department, and clean the <br /> interior of the structure. <br /> 4. If the tenant leaves or vacates Structure A (single-family dwelling), it must be boarded and <br /> secured at all times. <br /> An EHD field visit on September 3, 1999, revealed that Structure C (barn) had been <br /> demolished and the debris had been removed. Structure A (SFD) had not been repaired and was <br /> still occupied by tenants. Property owner, Byron Scott, issued the tenants a thirty-day notice in <br /> July to vacate the property, and plans to pursue formal eviction. Mr. Scott has until September <br /> 24, 1999, to comply with remaining directives in the Board of Housing Appeals Resolution. If <br /> he does not comply by this deadline, the EHD will take further legal action through a referral to <br /> the District Attorney's Office.
