San Joaquin Valley <br /> Unified Air Pollution Control District <br /> June 27, 1994 a <br /> Chandler Martin 1994 <br /> San Joaquin County <br /> Community Development Department <br /> 1810 East Hazelton Avenue <br /> Stockton, Ca 95205 <br /> SUBJECT: A SITE APPROVAL APPLICATION TO CONSTRUCT FOUR SILOS FOR A <br /> PIPE MANUFACTURING PLANT (SA-94-27) <br /> Dear Mr. Martin: <br /> The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has <br /> reviewed the project referenced above and offers the following comments: <br /> San Joaquin Valley's air quality has been designated nonattainment by the EPA and <br /> the California Air Resources Board for the following pollutants, PM,o (fine particulate <br /> matter) and 03 (ozone). The California Clean Air Act (AB2595), requires areas that are <br /> designated nonattainment to reduce emissions 5% annually until standards are met. <br /> A Negative Declaration is appropriate for this project from an air quality perspective. <br /> However, a concerted effort should be made to reduce project emissions when <br /> construction occurs, as outlined below: <br /> The following rule has been adopted by the SJVUAPCD to reduce emissions <br /> throughout the San Joaquin Valley, and will apply to your project: <br /> District Regulation VIII - Fugitive Dust Rules is a series of rules designed to <br /> reduce PM,o emissions generated by human activity, including but not limited <br /> to construction, road building, bulk materials storage and landfill operations. <br /> The SJVUAPCD suggests that the project applicant take all feasible measures to <br /> reduce the amount of dust (fine particulate matter-PM,o) and ozone precursors <br /> (Reactive Organic Gases (ROG), and Oxides of Nitrogen (NO2, NOJ that will result <br /> from construction of this project. <br /> David L Crow <br /> £.eecutire Director.air Pollution Control Officer <br /> Northern Region Central Region <br /> Southern Region <br />
