SAN JoAOUIN COUNTY COUNCIL OF G !EGNMENTS'
1860 EAST HAZELTON AVENUE
STOCKTON, CALIFORNIA 95205
TELEPHONE (209) 468-3913
November 29, 1989
Mr. Steve St. Sure
San Joaquin County Planning Divisionp t r a M:; l
1810 East Hazelton Avenue
Stockton, CA 95205
NOV 29 1989
Re: SA-89-45 (BMG2
Impact Area: Sharpe Army Airfield `;:41\ .E :7r Q?UifkI a 1NTY
Dear Mr. St. Sure:
Thank you for referring this application for a Site Approval to establish a manufacturing site
of modular classroom buildings to the San Joaquin County Airport Land Use Commission.
The parcel is located on the east side of Harlan Road, 618 feet north of Squires Road, at
12030 to 12608 South Harlan Road, Lathrop. The FAA Part 77 map indicates that this is
immediately adjacent to the northern half of the runway at Sharpe Army Airfield. It is
located in the Horizontal imaginary surface within the Area of Influence of that airfield.
The Airport Land Use Commission does not have jurisdiction over this airfield. If it were,it
would fall under the Airport Land Use Plan, which states that within the horizontal surface:
Noise and potential hazard to aircraft are the primary considerations. Most land uses
are permitted, if soundproofing is used where needed to reduce noise to acceptable
levels. Reflective roofs, visual distractions to pilots, and interference with aircraft
communications and navigation are also primary prohibitions within this area.
The parcel is located in an area which is subjected to a high level of noise, because of
frequent overflight by users of the Airfield.
Recommendation
Staff finds that this proposed Site Approval is in conformance with the Airport Land Use
Plan.
Staff recommends that no unpainted metal roofing materials are used which could cause
glare to pilots using the airfield.
Staff also requests the property owners grant a deed of Avigation Easement to the Federal
Government for air operations at Share Army Airfield, and that future users of the property
be apprised of the potential for periodic high levels of noise from aircraft overflying the area
on approach or departure from Sharpe Army Airfield.
• COUNTY OF SAN JOAQUIN • CITIES OF STOCKTON, LODI, TRACY, MANTECA, ESCALON, RIPON
