Box 2009 • (1601 East Hazelton Avenue) Stockton,California 95201 4tr r•oaN
(209) 468-3400
April 27, 1990
Larry Burgess, Sr.
.Facilities Development
Modtech, Inc.
195 East Morgan Street
Perris, California, 92370
RE: Modtech Inc. , Lathrop
In reply to your letter dated April 13, 1990, Public Health
Services has the following concerns.
The condition to "Connect to an approved public water system" was
recommended by Public Health Services and adopted as a condition by
the Lathrop City Council. "Public water system" means the Lathrop
County Water District system. Any variance from or modification of
that condition would require approval from the Lathrop City
Council.
The Lathrop County Water District is under jurisdictional control
of the Office of Drinking Water, State Department of Health
Services. This jurisdictional control includes water quality,
water pressure, backflow prevention and line sizes.
If the Lathrop City Council should approve a modification of- the
condition, any proposed use of an on-site well would have to be
approved by the Central Valley Regional Water Quality Control Board
because this well is located within the sphere of influence for the
Sharpe Army Depot contaminated site clean up project.
Your request to truck drinking water into your facility would not
be acceptable by Public Health Services because this method cannot
guarantee a continuous, reliable supply of approved drinking water
as identified under Section 4015 CA Health and Safety Code. This
water supply method could only be used in a public health emergency
situation.
It would seem that a connection to the Lathrop County Water
District system as approved by the Office of Drinking Water is your
best solution.
A Division sof San Joaquin County Health Care Services 40
