195 EAST MORGAN STREET • PERRIS, CALIFORNIA 92370
(714) 943-4014 9 FAX (714) 924-2961
Manufacturers of OSA Relocatable Classrooms
Inc.
SANiT RY E`iGMEERNG
April 3, 1990 4P: l,-i9,90
Department of Health Services
714/744 "P" Street
Sacramento, CA 95814 - - - -
Dear Sirs:
Modtech, Inc. has obtained site approval from the city of Lathrop, San Joaquin
County and the Lathrop County Water District, to construct a relocatable
classroom manufacturing plant on Harlan Road between Roth and Lathrop roads in
Lathrop. (Assessors' Parcel No. 195-030-30, Site Approval No. 89-45)
Even though we are outside the present boundaries of the Water District, they
have approved our site "in principle". However, because the site can not be
served by the District, we must request that we be allowed to use the existing
well (No. AG 12) for the required fire fighting supply until the public water
supply is available.
In order to allay any fear that this use might increase the difficulty of the
Sharpe ground water clean-up, Modtech will abandon (under permit/inspection) all
of the remaining agricultural wells on the property (NOTE: not just the site
but the entire property) . This will lead to a major reduction in ground water
extraction on this property. The 2,500 GPM pump test required by the fire
department is very minor when compared to the irrigation needs of 75 acres of
field crops. Further, all of the water discharged will be concentrated at the
north east corner of the site (in the flood control basin) so the only real loss
to the ground water will be from evaporation.
All water for domestic use, including plumbing fixture supply, will be trucked
to the plant by a licensed water hauler. The domestic water supply will utilize
a 2,000 gallon pressurized tank to insure the required minimum water pressure at
all plumbing fixtures (15 PSI per the California Amended Plumbing Code) .
Although this is a temporary solution, it will allow Modtech to begin
construction, and reduce ground water demands near the Sharpe plume. Although
we claim no expertise in the requirements of your agency, we know of no codes or
ordinances that preclude this course of action.
