We have <br /> reviewed the application and offer the following comments: <br /> Traffic impacts resulting from this development will impact Interstate 5 and the interchanges <br /> at Roth Road and at Lathrop Road. In order to adequately assess these impacts, a traffic analysis <br /> needs to be prepared. This analysis should include the following: <br /> o An estimation of the project's total trip generation using recognized trip generation factors. <br /> o At a minimum, this analysis should include existing traffic, the project related traffic, the <br /> cumulative traffic, along with AM/PM peak hour turning movements. <br /> o A highway capacity analysis should be conducted to identify project related and cumulative <br /> impacts to mainline Interstate 5. <br /> o An estimation of the directional distribution and networking of the project trips. <br /> o An evaluation of the project's traffic impact on the Level of Service (LOS) of the key inter- <br /> sections in the area including the above noted interchange ramps (merge/diverge and <br /> queuing) and ramp intersections. <br /> o Since this project proposes to manufacture modular classroom buildings, the study should <br /> include an analysis of extra large truck loads and impacts to the noted interchanges and ramp <br /> intersections. This should include structural and operational issues. <br /> o A discussion which recommends mitigation measures for significant impacts and a reference <br /> to funding responsibility for any improvements made necessary by the project traffic. <br /> These recommendations should be integrated with the mitigation and financial mechanisms <br /> established by the County of San Joaquin. <br /> o The project proponents should also contribute a fair share contribution for any needed <br /> Project Study Reports for major improvements to mitigate cumulative traffic impacts at <br /> the above noted interchanges. <br />
