PM-10 (fine particulate matter, dust) has been designated serious
nonattainment by the EPA and nonattainment by the CARB. The Federal Clean Air Act
(CAA) and the California Clean Air Act require areas that are designated nonattainment
to reduce emissions until standards are met.
Based on the information provided. a negative declaration is appropriate from an air
quality perspective.
Thank you for the opportunity to comment. if you have any questions, please feel free
to contact me at (209)545-7000.
Sincerely.
r
Tracy N.
