STATEMENT IN SUPPORT OF APPLICATION <br /> for the <br /> Waterloo Cellular Communications Site <br /> AT&T Wireless Services seeks approval of a Use Permit to construct an unmanned cellular <br /> communications facility at 8144 N. Stephens Road, Stockton, 95215 (A.P.N. # -89-040-03). <br /> This facility will consist of a 50'x50' fenced area counting a 120' steel lattice tower with cellular <br /> antennas, microwave dishes, a 12'x28' prefabricated equipment shelter containing computer <br /> and radio equipment, emergency back-up batteries and an emergency generator. <br /> Currently coverage in the Waterloo area, does not meet the needs of our customers or the <br /> emergency service providers who rely on this system. The sites that currently serve this area <br /> are near capacity for effectively serving our customers. Presently, users in this area may have <br /> trouble initiating calls, may drop calls or experience interference from other sites. This site will <br /> improve coverage to customers in the Waterloo/Highway 88 corridors, as well as the <br /> emergency service providers who rely on this service. Additionally, this site will provide <br /> additional capacity in the area for future growth and help accommodate unusually high usage <br /> that would be experienced in an emergency situation. The Waterloo cell site would help to <br /> alleviate this situation and provide the quality and convenient service we are dedicated to <br /> offering. The radio frequency radiation emitted from the antennas poses no significant <br /> health risk to the public due to the fact that this is non-ionizing radiation and the power levels <br /> are extremely low. Exposure levels are well below established standards for general public <br /> exposure. There will be no water, waste treatment or hazardous waste handling or removal <br /> requirements. The facility will produce no adverse impacts of noise, smoke or noxious odors. <br /> The facility will not interfere with radio, television or phone transmissions or with the operation <br /> of household appliances, garage door openers, etc. The facility will be unmanned and <br /> maintained two to four times per month, creating minimal traffic. The use will not be detrimental <br /> to or in extreme conflict with the use of other property in the vicinity, and if removed, the site <br /> can be restored to its preconstruction condition. <br /> In summary, AT&T Wireless Services believes that construction and operation of this facility is <br /> in the public interest and that operation of this facility will in no way be detrimental to the health, <br /> safety, or general well being of the community. <br />
