MS-93-105 OF ERNEST BEZLEY (CIO <br /> MONTE SEIBEL) to subdivide a 236-acre parcel to create four 5-acre <br /> lots and a remainder of 216 acres . The project site is located on <br /> the south side of State Route 12 , one mile west of the Calaveras <br /> County line, east of Clements (Supervisorial District 4) . This <br /> item is continued from the hearings of January 6, February 3 , and <br /> February 17 , 1994 . <br /> Chandler Martin, Associate Planner, introduced the staff report <br /> into the record. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS : <br /> Monte Seibel (224 S . Avena, Lodi) was present on behalf of Ernest <br /> Bezley. The existing terrain is rolling and has a 30-foot <br /> difference in elevation between the high and low points . The <br /> northwest portion is rocky with very little topsoil . The southerly <br /> portion is relatively flat and has the best soil. A reservoir was <br /> constructed across the northerly two-thirds of the property for <br /> irrigation in the near future. The past use of the property has <br /> been dry pasture with very limited use and almost no income. The <br /> present owner bought this land to develop it into a productive and <br /> income producing horse ranch. Phase I was the construction of a <br /> horse barn and improvements to the reservoir and access road. <br /> Phase II is the proposed creation of five-acre parcels to finance <br /> and construct home sites separate from Phase III , which would be <br /> ti'le leveling of the property and planting alfalfa on the southerly <br /> part of the property. The home sites will be located at the rocky <br /> portion of the property near the access road to State Route 12 . <br /> He objected to Fish and Game Condition No . 5 . b. (a 100-foot buffer <br /> around the ponds) . This would be hardship on the farming operation <br /> because he needs to go in and construct a sump pump to get the <br /> water out cf the reservoir for irrigation . <br /> He objected to Community Development Condition No . ! . a . (Parcel 1 <br /> sha11 share a property line with the remainder) .
