The <br /> facility is regulated by Waste Discharge Requirements (WDRs) Order No. R5-2003-0179. The WDRs <br /> provisions require the Discharger to submit certain technical and monitoring reports. A copy of the <br /> WDRs are enclosed for your information. Those reports are required pursuant to Section 13267 of the <br /> California Water Code. Staff has not received the following reports: <br /> 1. Provision G.2.c±required submittal of an Operation and Maintenance Plan(O&M Plan)by <br /> 4 March 2004. The report has not'been received."Tfie O&M Plan ghall address operation of the <br /> wastewater treatment and disposal facility. Please refer to the WDRs for further description of <br /> the O&M Plan. <br /> 2. Provision G.2.d required submittal of a Salinity Reduction Study by 5 April 2004. The report has <br /> not been received. The Salinity Reduction Study shall be'used to reduce the concentration of <br /> dissolved solids in wastewater. Please refer to the WDRs. for further description of the Salinity <br /> Reduction Study. <br /> 3. Provision G.2.e required submittal of a Groundwater Well Installation Report of Results by <br /> 4 July 2004. The report has not been received. The report shall be prepared in accordance with <br /> the guidelines attached to the WDRs. Please refer to the WDRs for filrther description of the <br /> Groundwater Well Installation Report of Results. <br />° 4. Provision G.3 requires compliance with the Monitoring and Reporting Program(MRP)No. R5- <br /> 2003-0179, and any revisions thereto as ordered by the Executive Officer. Monitoring reports <br /> have not been received since the WDRs were adopted. Please refer to the MRP description of <br /> monitoring and reporting requirements. <br /> The WDRs require that all monitoring and technical reports be submitted pursuant to Water Code <br /> r Section 13267,which states, in part: <br /> "In conducting an investigation specified in subdivision (a), the regional board may require <br /> that any person who has discharged, discharges, or is suspected of having discharged or <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br /> t -�' <br />
