The Department has the <br /> following comments: <br /> • The Department has no objection with the proposed General Plan Amendment <br /> application. The proposed change in zoning from A/C7 to I/T does, however, have the <br /> potential to significantly impact SR 12. It is difficult to analyze the project's effects <br /> on traffic without knowing the actual project size and use (square footage, times of <br /> use, operations, et cetera) of the proposed construction yard. Once this information is <br /> provided, we will be able to complete our review and determine if a Traffic impact <br /> Study (TIS) and mitigation is required. <br /> • An encroachment permit must be obtained for all proposed activities for placement of <br /> encroachments within, under or over the State highway rights- of-way. Activity and <br /> work planned in the State right-of-way shall be performed to State standards and <br /> specifications, at no cost to the State. Engineering plans, calculations, specifications, <br /> and reports (documents) shall be stamped and signed off by a licensed Engineer or <br /> Architect.
