Analysis <br /> Background <br /> On October 25, 2005, the Board of Supervisors approved General Plan Map Amendment No. PA-0400620 <br /> and Zone Reclassification Application No. PA-0500025, to amend the General Plan Designation of a 44.63 <br /> acre parcel from AIG (General Agriculture) to IIT (Truck Terminal) and to reclassify same said property from <br /> AG-40 (General Agriculture 40 acre minimum) to I-T (Truck Verminal). The project site is restricted to the <br /> northern ten (10) acres of a 23.5 acre parcel (identified by APN'S 055-160-73, 24), <br /> On March 27, 2007 the applicant submitted a Use Permit application to establish a truck parking and <br /> equipment storage site. Upon review of the project, the Department of Public Works required a traffic <br /> operational analysis be prepared to analyze project impacts. <br /> A Traffic Operational Analysis was conducted by DKS Associates and a Final Traffic Operations Analysis <br /> Report was submitted to the Department of Public Works on April 24, 2008. The analysis concluded that the <br /> project would not result in any significant transportation impacts along State Route 12 or any adverse <br /> impacts to area-wide circulation or nearby driveways. The operational analysis concluded that the following <br /> mitigation measure be included as a condition of approval: <br /> 1. The parking gate should be set back a minimum of 87 feet from its current proposed location. <br /> Parkirig and Surfacing <br /> The applicant is proposing 2" of Asphalt Grindings over 4"Aggregate Base for the trailer and heavy <br /> equipment storage areas. The parking areas and maneuvering areas for automobiles and trucks shall be <br /> paved to provide a durable dust free surface. <br /> Screening <br /> Development Title Section 9-1022.4 [e][21[A]) states AtI storage materials and related activities, including <br /> storage areas for trash, shall be enclosed by a screen six (6)to eight(8) feet in height. items stored within <br /> one hundred (100) feet of a dedicated street or residential zone shall not be stacked higher than two (2) feet <br /> above the adjacent screen.
