The applicant is requesting a mod fication of the surfacing requirement for the employee parking <br /> area, truck parking area, equipment storage area, and driveway approach to the project site. The <br /> applicant is proposing 2" asphalt concrete grindings over 4" aggregate base. Because this facility <br /> is a truck terminal facility with minimal customer traffic and the equipment storage area will store <br /> heavy equipment on-site for long periods of time and the long driveway approach to the project <br /> site the Community Development Department will be recommending that the surfacing <br /> modification be granted. However. the accessible parking space and truck circulation drive lanes <br /> must be paved with asphalt concrete or Portland cement. <br /> Parking <br /> As shown on the site plan the applicant is proposing four(4) automobile parking spaces and thirty <br /> (30) truck parking spaces for the operation Development Title Section 9-1015.3(b) requires 2 <br /> parking spaces per 1,000 square feet of building and requires 1 parking space per employee for <br /> the Truck Sales and Services Use Type An 80D square foot commercial coach building is <br /> proposed for the project site. The proposed number of parking spaces shown on the site plan <br /> meet the Development Title requirements for parking. <br /> Council of Governments <br /> San Joaquin County is a signatory to the San Joaquin County Multi-Species Habitat Conservation <br /> and Open Space Plan (SJMSCP). Participation in the SJMSCP satisfies requirements of both the <br /> state and federal endangered species acts, and ensures that any impacts are mitigated below a <br /> level of significance in compliance with the California Environmental Quality Act (CEQA) <br /> Although participation in the SJMSCP is voluntary, if applicants choose against participating in <br /> the SJMSCP, they will be required to provide alternative mitigation in an amount and kind equal <br /> to that provided in the SJMSCP. <br /> This project is subject to the SJMSCP and is located within an unmapped land use area. Per <br /> requirements of the SJMSCP, unmapped projects are subject to case-by-case review This can <br /> be a 90 day process and it is recommended that the project applicant contact SJMSCP staff as <br /> early as possible. Schedule a SJMSCP biologist to perform a preconstruction survey prior to any <br /> ground disturbance. <br /> Accessory Use <br /> The project applicant is proposing a Construction Services and Equipment Storage area for the <br /> project site. Pursuant to Development Title Section 9-505.6 (g) Special Use Regulations for Truck <br /> Terminal Projects. the Construction Services use type and Equipment Sales and Repair, Heavy <br /> Equipment, Repair use type may be permitted as part of legally established truck terminal in the I-T <br /> zone, provided such uses shall not exceed thirty-three and one-third percent (33 1/3%) of the area <br /> devoted to the said truck terminal. Any construction materials and necessary equipment for the <br /> transfer and/or storage of construction materials shall be contained in a specified area that is fenced <br /> to provide an effective visual barrier (Development Title Section 9-505.6 (f)) <br /> As part of the grading and construction plans for the project, a note shall be included on the site plan <br /> that indicates the amount of project area devoted to the proposed accessory uses <br /> Fencing and Gates <br /> The site plan depicts fencing along the front, side and rear property lines for the project site, but does <br /> include the height and type of material. Pursuant to Development Title Section 9-1022.3(e)(1) a <br /> fence up to seven feet in height may be permitted in the required front yard provided the fence is <br /> constructed of woven wire, wrought iron or similar open material and does not obstruct vehicular site <br />
