Mr. Jose Rubianes <br /> May 11, 2004 <br /> Page 2 <br /> ENVIRONMENTAL <br /> • Caltrans District 10 Intergovernmental Review Environmental Branch appreciates the <br /> opportunity to review the information submitted for the truck and trailer parking project. <br /> Unfortunately, the Initial Study was not included in the packet of information submitted <br /> to Caltrans District 10 for review. The ability to review the CEQA document, the Initial <br /> Study, is critical as a new encroachment permit appears to be necessary. Without the <br /> review, the permit process will probably take longer and cost more than if we <br /> intergovernmental review process had been completed. <br /> • Please submit the Initial Study as soon as possible for review and we will return <br /> comments that will assist in the permit process, hopefully, saving the applicant time and <br /> money. I have added the Caltrans environmental requirements for an encroachment <br /> permit. The Initial Study will be required as part of the permit application. <br /> • The use of California State highways for other than normal transportation purposes may <br /> require written authorization form Caltrans in the form of an encroachment permit. The <br /> application must include the environmental document prepared for the project that <br /> addresses Caltrans right of way. At a minimum, documentation of cultural, biological, <br /> and hazardous waste studies within Caltrans right of way is required. <br /> • For cultural studies, at the minimum, a recent record search from the information center <br /> and an Archaeological Survey Report(ASR) is required. <br /> • A Natural Environmental Study report shall be written documenting the results of <br /> biological surveys; this should include a record search from the California Department <br /> of Fish and Game Natural Diversity Database. A qualified biologist should conduct <br /> surveys at the appropriate time of year to determine if listed species or wetlands occur in <br /> the project area. Surveys should meet the state and federal protocol standards. <br /> • If right of way is being dedicated to Caltrans, the applicant this required to submit a <br /> copy of Attachment A, confirming that the land to be dedicated to Caltrans is free of <br /> hazardous waste.
