August 26,2002 <br /> Job Number:LG02-286 <br /> Page 2 <br /> II. PROPOSED DEVELOPMENT <br /> We understand the winery is located on parcel APN 051-030-09 which is 17.15 AC in <br /> �- size. Parcel APN 051-030-32.21 which is 32.21 AC will contain an access road to the winery. <br /> The site approval application number is PA-02-19. The proposed project will consist of <br /> remodeling the existing Berghold Winery. The winery will produce a maximum of 36,000 <br /> gallons of wine annually. Phase 1 will involve converting the 5,500 square foot agricultural <br /> storage building into a winery process and administration building. An access road to Cherry <br /> Lane and parking area adjacent to the new processing building will also be constructed during <br /> Phase 1. Phase 2 will include constructing a 6,000 square foot building for wine tasting,barrel <br /> storage, and case storage. Parking area and garden areas will also be constructed during Phase 2. <br /> Phase 3 will include adding 1,500 square feet to the phase building to house wine storage tanks. <br /> Phase 1 is planned for immediate execution,Phase 2 is planned for the summer of 2003, and <br /> Phase 3 will begin within the next 5 years. <br /> III. PRESENT AND PAST USE OF THE SITE <br /> L Presently, the 17.15 AC site is a winery facility with Cabernet, Syrah, and Zinfandel <br /> vineyards. The winery contains an agricultural well and septic system. The property also <br /> contains a residence with a domestic well and septic system. Our office understands the site has <br /> been a vineyard for approximately 80 years. The property was owned by the Joens Family since <br /> about 1913. In 1989 Joe and Kay Berghold purchased the oronerh. <br /> The site is located within the General Agriculture(AG)Zone that was established to <br /> preserve agricultural lands for the continuation of commercial agricultural enterprises. This zone <br /> is intended to implement the General Agriculture land use category of the General Plan. <br /> IV. SURROUNDING USAGE <br /> Most areas surrounding the subject property are vineyard with low density homes. The <br /> parcel sizes widely range between 1.5 to 40 acres. Bounding the property to the south is State <br /> Route 12, to the east is Chevy Lane, to the west and north are vineyards. <br /> The following interviews were conducted with available persons who live or work near <br /> the subject property and/or have knowledge of septic system and water well performance. There <br /> responses are condensed and summarize in Table 1. <br /> 4 <br />
