The plan was prepared in response to Provision F.2.b of Waste Discharge <br /> Requirements (WDRs) Order No. 5-00-182, and Finding No. 22.b of Administrative Civil Liability <br /> (ACL) Order No. 5-01-281. <br /> After reviewing the workplan, I have the following comments: <br /> — The workplan does not include access agreements for other property owners or from Dole Food <br /> Company, Inc. as required by Finding No. 22.b of the ACL Order. Please submit a written <br /> agreement between the property owner(if applicable), the well owner, and R. Lawson Enterprises, <br /> LLC indicating that access to collect samples from the wells has been granted. <br /> — The workplan incorrectly identifies the groundwater flow direction as to the south-southeast. <br /> Geomatrix Consultants has previously identified the groundwater flow direction as generally to the <br /> southwest(see enclosure). If Kleinfelder, Inc. has data indicating the groundwater flow direction is <br /> to the southeast, please include that information in the addendum. <br /> — Assuming the previously identified southwest groundwater flow direction is correct, R. Lawson <br /> Enterprises shall include the existing Well MW-5 in the monitoring network. At a minimum, the <br /> monitoring network shall include (using Geomatrix's well names) Wells MW-1 (or alternatively <br /> MW-4), MW-5, MW-6, and the new well proposed in the workplan. <br /> — Based on the groundwater flow direction information,please reevaluate the location of the new well <br /> and place it in a location that is downgradient of the vineyard land application area. <br /> — The groundwater sampling schedule must be consistent with the Monitoring and Reporting Program <br /> Order No. 5-00-182. Kleinfelder and future environmental contractors shall use the same well <br /> names as presented in the Geomanix report to avoid confusion. <br /> — R.
