California Regional Water Quality Control Board
Central Valley Region
Robert Schneider,Chair
Winston H.Hickox _ Gray Davis
Secretaryfor Sacramento Main Office Governor
Environmental Intemet Address: http://www.swrcb.ca.gov/- wgcbS
Protection 3443 Routier Road,Suite A,Sacramento,California 95827-3003
Phone(916)255-3000•FAX(916)255-3015
21 March 2001
Mr. Robert Lawson
Wild Rose Vineyards
1294 Colette Street
Lodi, CA 95242
CONDITIONAL APPROVAL OF DRAFT GROUNDWATER MONITORING WORKPLAN,
WILDROSE VINEYARDS, VICTOR, SAN JOAQUIN COUNTY
I have reviewed the 9 January 2001 Draft Groundwater Monitoring Workplan, Wild Rose Vineyards,
prepared by Kleinfelder. The plan was prepared in response to Provision F.2.b of Waste Discharge
Requirements (WDRs) Order No. 5-00-182.
After reviewing the workplan, I have the following comments:
— Based on a south-southeastern groundwater flow direction, the well locations are generally
acceptable, however, the placement of the monitoring well at the east side of the vineyards does not
monitor a significant portion of the vineyards. Either add a fourth groundwater monitoring well or
relocate the eastem-most well to allow more complete monitoring of the vineyard.
— The well grout described on Plate 3 is not consistent with the Section 13.12.3 of the San Joaquin
County Environmental Health Department's Well Standards which allows neat cement,
cement/bentonite slurry, or bentonite clay. The use of bentonite clay would not be acceptable in this
application because of the depth of the unsaturated zone and potential for bentonite to dry out and
crack.
— If conditions in the borehole allow, it is recommended that the sand pack be surged prior to installing
the bentonite seal.
— The following comments on the well construction methods are provided:
— If a slip cap is used on the bottom of the well casing, it must be secured using stainless steel
screws.
— The wellheads must be set in concrete to prevent damage to the wellhead and surface water
infiltration.
California Environmental Protection Agency
Q'*Recycled Paper
The energy challenge facing California is real. Every Californian needs to take immediate action to reduce energy consumption.
For a list of simple ways you can reduce demand and cut your energy costs, see our Web-site at http://www.swrcb.ca.gov/mgcb5
