WASTE DISCHARGE REQUIREMENTS ORDER NO. 5-00-182 -10- <br /> R. LAWSON ENTERPRISES DBA WILDROSE VINEYARDS <br /> SAN JOAQUIN COUNTY <br /> a. By 6 October 2000, the Discharger shall submit a report describing: the installation of a <br /> meter to measure the flow of winery wastewater to the land application areas, how <br /> stormwater flows have been separated from wastewater flows, the installation of the <br /> 12,000 gallon tank, and how the wastewater from CFP has been separated from the <br /> winery wastewater. <br /> b. By 6 October 2000, the Discharger shall submit a groundwater monitoring well <br /> installation workplan to monitor the effect of wastewater application on the underlying <br /> groundwater. The workplan shall be prepared by a California Registered Geologist or <br /> Engineer. The workplan shall be consistent with Attachment C, "Items to be Included in <br /> a Monitoring Well Installation Workplan and a Monitoring Well Installation Report of <br /> Results. " <br /> c. By 31 December 2000, the Discharger shall submit an Operation and Wastewater <br /> Management Plan (O&WM Plan)prepared by a California Registered Engineer which <br /> addresses operation of the wastewater treatment and disposal facility. At a minimum, <br /> the O&WM Plan will describe the daily operation of the wastewater facility to prevent <br /> disposal of water with excessive nitrogen, nitrate, or fixed dissolved solids <br /> concentrations. The report shall include winery expansion considerations, contingency <br /> plans for periods of extended rain,water balance calculations for the above-ground <br /> storage tank, and the associated facility improvements needed to meet the requirements <br /> of this Order, including all Discharge Specifications and Groundwater Limitations. <br /> d. By 6 January 2001, the Discharger shall submit a groundwater well installation report. <br /> The report shall be prepared by a California Registered Geologist or Engineer and shall <br /> be consistent with Attachment C. <br /> 3. If winery discharges to the application areas are determined to have, or are likely to, impact <br /> groundwater quality based on the Operation and Wastewater Management Plan or <br /> subsequent monitoring reports, then a Wastewater Mitigation Plan shall be submitted within <br /> 90 days of request by the Executive Officer. The plan shall address groundwater <br /> contaminants evaluate contaminant control alternatives, and select a preferred contaminant <br /> control alternative. The selected contaminant control alternative must comply with State <br /> Water Resources Control Board Resolution 68-16, Title 27 of the California Code of <br /> Regulations, and be consistent with the most recent Basin Plan. <br /> 4. The Discharger shall comply with the Monitoring and Reporting Program No. 5-00-182, <br /> which is part of this Order, and any revisions thereto as ordered by the Executive Officer. <br /> 5. The Discharger shall comply with the "Standard Provisions and Reporting Requirements for <br /> Waste Discharge Requirements", dated I March 1991, which are attached hereto and by <br /> reference a part of this Order. This attachment and its individual paragraphs are commonly <br /> referenced as "Standard Provision(s)." <br />
