F
a is a vast expanse of agricultural production land occurring on what is referred to as
in Delta. Irrigation ditches are located around the property that convey irrigation
igation tailwater throughout the area. The Woodbridge Irrigation District(WID)
ation water to the subject, and surrounding properties. Large bodies of water create
are farmed exclusively. Agricultural production in this region has existed for at
least eight decades. It appears from the A.P.N. map that a Union Pacific Railroad line, or Union
Pacific right-of-way traversed the south side of Highway 12, which formerly was called
Terminous Road.
INFORMATION FROM SITE RECONNAISSANCE AND INTERVIEWS
The following information was obtained visually and/or through an interview with Mr. and Mrs.
Rodriguez as of the date on the Environmental Questionnaire,March 2, 2004: As evidenced by
the attached photographs,no hazardous materials are stored on-site and there were no indication
or observations of spills associated with hazardous materials. The entire acreage was surveyed for
evidence which may suggest surface and/or subsurface contamination. Reconnaissance of the
property was divided into two sections: 1.) The referenced area where the residential and metal
building structures are, and 2.) The actual cropland. There was no evidence of solid waste
l disposal and no containers were observed. The cropland was carefully inspected for
environmental concerns originating from discolored, subsided soils, stressed vegetation or
unusual/noxious odors. No disturbed soils were observed, including subsided soils. The alfalfa
was stressed only in areas that have been inundated with water. There are marker flags at the
north end of the alfalfa field which are for a scientific experiment being conducted within this area
of the field.
/'The "building" area of the property contains no underground storage tanks (USTs). Three above
ground storage tanks(ASTs)are in this area. These include a steel tank on stilts, which was
unlabeled, a blue polyethylene tank, labeled "kerosene" and a propane fuel tank that serves the
residential structure for cooking and heating. The steel tank and polyethylene tank are empty.
There are automobile motor parts east of the residential structure, but no soil staining from motor
oil. North of this structure is an abandoned car and other discarded, non-hazardous items.
J Directly north of the metal building are tires, agricultural implements, wood, metal, hoses, plastic
pipe, a flat bed trailer, a house trailer and the domestic well that serves both buildings. No
hazardous materials were observed. The domestic well was a public water supply well according
to EHD files from 7/1/97 to 6/30/98.
Rodriguez and her Family members have owned the property since the first of this year. Her
father and mother,Juan G. Perez and Aurora H. Perez owned the property from 1992 to 2002. The
previous owner of the property before this was the Van Exel Family, which have a dairy three miles
north of the property. From 2002 to 2003,Delia Rodriguez and her siblings, Olga P.
